LOS ANGELES, Nov. 17 U. P.).— Another California Congressionai seat apparently went to the Republicans today when a count of ab- * sentee ballots increased the slim lead of Mayor Thomas N. Eaton of Long Beach over the incumbent Rep. Byron Scott (D.) in the 18th District. Mayor Eaton got 438 of the absentee votes, and Rep. Scott 256, making the count 52,270 to 51,882. An official canvass of the entire _yote has not been made.
