CHARGES OF FRAUD PROBED IN SOVIET

26 Million Embezzlement Reported by Press.

MOSCOW, Nov. 17 (U. P.).—Embezzlement and confusion in the Commissariat of Internal Trade was disclosed today when the Communist Party ' newspaper Pravda demanded immediate action to correct the situation. The newspaper said that embezzlement had increased by one-third in the first six months of this year to a total of 130 million rubles (nominally 26 million dollars). A plan to establish 123 cafeterias in the large cities of Russia has had “deplorable results,” the newspaper said, citing that plan as typical of the commissariat’s indifference to the necessity of meeting the food shortage problem. 3 Although production of matches

HOUSTON, Tex. Nov. 17 (U. P.). —Philip A. Benson, Brooklyn, N. Y., president-elect of the American Bankers’ Association, today bitterly criticized the numerous pension schemes which came into prominence during the recent election campaigns. “The year of 1938 will be remem-

bered for ideas that have sprung from the erroneous thought that

something can be had for nothing,” he told the savings division of the A. B. A. “Prosperity cannot come through the granting of indiscriminate pensions and subsidies which will but add to our already too heavy burden of taxes,” he said. Instead of “ham and eggs” and “funny money” pension schemes, Mr. Benson emphasized the need for “reaffirmation of free enterprise.” “Only by: the encouragement and protection of savings and of business privately conducted by businessmen can the unemployed get back on private payrolls,” he said. “Only in this way will lasting prosperity come.”
