EW APPROACH TO MEDICINE IS SUGGESTED

“Indiana Plan’ Leads Way,

£1

% Dr. Baker Tells Social

Agencies Council.

*- The same physicians who fear

state interference in private medi- ~ cine paradoxically ask the State to care for the mentally ill and mentally indigent, Dr. Herman Baker, - Indiana Medical Association pastpresident, said today. He said this was caused by an outmoded point of view and Sug gested an eight-point program to correct it. Dr. Baker spoke before the Council of Social Agencies at the Y. W. C. A. on the subject of “Medical

Practice in a Changing Social Order.” He said:

.- “I think first in importance is the conception and sponsorship of a ‘widespread program of preventive medicine—the so-called “Indiana Plan”—a plan which later was adopted by the American Medical ‘Association and the American Le‘gion for nationwide, use as a pre‘yentive medicine program.

Subsidy Principle Backed

“Second, the development of a far-reaching program of graduate

education that will utilize every| “hospital and every County medical

society in the State for the purpose

fof keeping the medical profession

informed of the new developments sin medical practice. “Third, the acceptance of the principle of subsidy by government

~ in the care of the medically needy.

“Fourth, the acceptance of the

. principle of hospital and sickness

insurance. “Pifth, integration of the work of

= the State Health Department, the

U. S. Public Health Service, the Maternal and Child Health Bureau, the Crippled Children’s Bureau and .other agencies of government into "the daily life of praciicing physicians. “Sixth, the maintenance of close

- liaison and co-operation with the

National Health Conference, the United States bureaus dealing with

.:- health activities, and lay organiza-

tions dealing with health activities. “Seventh, the development of a

very active bureau of lay education - in health matters.

* Must Yield Privileges “Eighth, participation in the work

of the various health councils in the

State. “These and many other things have been accomplished quite recently by the physicians of Indiana to adapt themselves to the chang-

«ing needs.

“We see constantly increasing

_ complexity, mechanization and ur-

banization of civilized man. This has been called progress, but, apparently, if man is to enjoy the

~~ advantages of all this progress, it

will have to be paid for by surrendering privileges that have been

enjoyed previously and for which

he has made such a long fight. The "more specialized and the more dif~ .~ferentiated society becomes, the .more the individual members will

> ‘have to give up liberties and as“sume duties toward that society.

“At the moment, we are faced

. with the problem of how to tie the . modern concept of preventive and

curative medicine into a rapidly

. changing social order which is still

in such rapid transition that the di-

“. ection is not yet defined.”

1. U. Professor Says Small Cities Will Become Smaller.

: Times Special

CHICAGO, Nov. 15—Dr. Arthur ° M. Weimer, Indiana University professor of real estate, said current trends “appear to indicate that the larger cities will become larger and the small cities will become

smaller during the next few years.”

He addressed the Society of Resi-

- dential Appraisers.

““Despite some changes in gen-

" the depression years, there do not appear to be any immediate forces . which will counteract the genes] 1930,” Dr. Weimer said.
