Progressives and left wingers are ‘expected to begin salvaging the Election Day wreckage of their movements this week in preliminary maneuvers bearing on the possibility f a Roosevelt third term candidacy.
Mayor Fiorello H. La Guardia of ‘New York is tentatively scheduléd to begin reconstruction work here in conferences which may embrace some of those New Dealers generally held responsible for President Roose2 velt's unsuccessful primary election “purge.” Last Tuesday's voting makes any general progressive-left wing movement especially significant. Unof-. ficial and not entirely conclusive returns from 38 states, excluding the ‘Democratic South, showed the Republican Party again in the majority in the great areas where it formerly stood secure. The margin was ~close:’ Democratic vote 15,334,159, ~ Republican vote 15,512,702.

La Follettes Hold Pep Session, Look for 1940 Victory.

MADISON, Wis., Nov. 14—The La Follettes are out, but not down. Failure of Governor Phil La Follette to win re-election means only that his wife soon must go house-hunt-ing and that Phil, free from State ‘House duties, ¢an devote his energies to building his National Progressive
Party. To many the election seemed to|C
head the country back to the two party system and to pronounce the death sentence on third parties. From that conclusion the La Follettes firmly dissent. There is no sign of demoralization of the La Follette forces. The first thing they did after Republicans swept the state—and it shows what expert political operators they are—was to call a state-wide, rally of Progressives. - This mass meeting was held yesterday in the State House assembly chamber. It is reasonably obvious, however, that organization of a first class __progressive-left wing movement would cut Democratic voting ~~ strength outside the Solid South— © and perhaps within it—and¥increase the margin of Northern and West-
ern Republican supremacy. That might make a big difference in the 1940 Presidential election. An inconclusive, preliminary Pro-gressive-New Deal meeting took place in New York Saturday be- ~ tween Mayor La Guardia and Gov. ernor Murphy of Michigan. Governor Murphy is a 100 per cent New Dealer who was voted out of office largely by a combination of rural and small fown middle class protest votes against his handling of ~ the sitdown strike epidemic in the automobile industry. Senator Bulkley (D.:0.), another New Deal lame duck, was a coincidental participant in the La Guardia-Murphy conversations, but it was reported that the Governor saw Mayor La Guardia with Mr. “ / Roosevelt's knowledge. Governor Murphy came from New York to Washington to discuss changed political conditions with the New Deal high command. The New York conference produced immediate indications that the progressive elements have not ‘yet adjusted themselves to the . shocks of election day, but Mayor La Guardia has undertaken to orient the progressive compass to the new and more conservative political poles now established.
Two Stories Are Different

No Debt to Roosevelt
Mayor La Guardia’s reported coolness to any third-term suggestion—a matter on which Mr. Roose- _ velt has not and probably will not rer until next summer or later— might be based on some slight personal feeling as well as conviction of principle. The Democratic crganization headed by Chairman James A. Farley of the New York State Democratic Committee, did its ut- . most to defeat him for Mayor in 1937 when he ran on a Fusion ticket. Mr. La Guardia was reported some- .* svhat resentful then of the more than nominal support given his ‘Democratic opponent by such liberal New Dealers as Senator Wag“ner (D. N. Y). - "© Three days before that election Mr. Roosevelt wrote La Guardia a ! Jetter congratulating him on his % settlement of a subway strike. Democratic campaigners ~ were - charging Mr. La Guardia with political connections, including communism, at the time, but Mr. Roosevelt’s letter pointedly paid tribute to i Mayor La Guardia’s “American : way” of adjusting the transit dis- * pute. The letter was sent in good : time to be used as campaign material over the President's signature in Mdyor La Guardia’s defense. But b the round little man jammed it in +! his pocket and rode into office withi out Pbligating himself in any way to Mr. Roosevelt.

the state. Many were up at 4 a. m. and drove to Madison to arrive ‘for the afternoon meeting. It was not a funeral but a party rally, more like you see on the eve of victory than on the day after defeat. They are confident of 1940 victory.
Football Pep Session
They handled thi ing - just as the University of Wisconsin does when it loses a football game. Everybody rallies around and cheers
the pep talks for the next game. The crowd overflowed the Senate chamber. Suddenly, from the rear of the chamber, a slight, boyish figure called out that the crowd was too large and would everyone go over to the assembly chamber. It was Phil. “Don’t mind the wires on the floor in the chamber,” Phil said, referring to the repairs of the electric voting apparatus. “We guarantee you won't get shocked as badly as you did last Tuesday.” That set the pitch of the meeting —laughing off the defeat as a mere incident in the Progressive movement. No handwriting. No blues. No letdown. No quitting. But poise, confidence, convictiof® that they were down only for the moment.
Losing Candidates Presented
Brother Bob La Follette, the Senator, said it was a good thing that if the Republicans had to win, they won everything, Republicans would have no alibis. The La Follette crowd is certain the Republicans will hang themselves. Governor ‘La Follette acted as master of ceremonies. He introduced all of the candidates on the losing ticket for brief speeches. Senator La Follete unlimbered in a He urged the county chairmen and workers to hold meetings every two weeks, to gather in their homes, and to keep up interest in everything that happens in Madison and Washington. Phil called his wife to the platform. She stumped the state for him and is known by everyone. Phil just called her up by her family pet name. She said that as soon as she did her house hunting and caught up on mending the childrens clothes—and the two tots were sitting on one of the steps leading up to the platform—she would be back with them helping the women organize bazaars and other moneyraising activities. That’s the kind of a family party it was . . . you don’t see anything like outside of Wisconsin.

Some persons in New York believe Mayor La Guardia himself, may take the progressive leadership and attempt to keep it, even against such competition as might be offered by Mr. Roosevelt or the La Follette brothers, whose Wisconsin progressive machine blew a gasket last Tuesday. The Mayor is powerful, both because of an impressive record as Mayor and because he is the leading statesman of the American - Labor Party without which the once allpowerful New Deal would have been defeated badly in New York State.

Neutron Rays Pierce Disease Centers; ‘Experimental Only,” Say Doctors.
BERKELEY, Cal, Nov. 14 (U. P). —A select group of cancer patients received today “doses” of neutron rays from the University of Caiiornia’s huge atom-smasher of cyclotron as a possible revolutionary treatment. : .Dr. Ludvig Hektoen, executive director of the National Advisory Cancer Council in Washington, and

Taken From Hospital
The patients were taken from a list in the university’s teaching hospital in San Francisco, brought to Berkeley for treatment, then returned to the hospital for observation. ‘The success of the neutron rays an animal experimentation,” said Dr. John Lawrence, “does not justify any conclusion that they will be ‘necessarily more successful in treating human beings than X-rays. “Simply stated, we are trying to determine if the neutron rays of the cyclotron are more efIective than the X-ray in the treatment of human malignant tumors. There are indications that it is more effective in the treatment of some of the malignancies in the smaller animals, but that is all.” The patients were placed directly under the cyclotron so that its rays pierced the disease centers The neutron ray is produced by bombarding a target of light metal —ausually beryllium—with energetic deuterons. Deuterons are the nuclei or ions of heavy hydrogen. “Shot” with several million volts, the deuterons are spiralled at a terrific speed—approximately the speed of light—between the poles of a gigantic electro-magnet.
