New Highs for U. S. Steel; Santa Fe, Utilities Firm; Bonds Advance.

NEW YORK, Nov. 10 (U. P).—

Stocks made an irregular advance today after a mixed opening. Around noon a majority of issues registered gains of fractions to a point. Steels were the first to turn up. U. Ss. ir made a new high at 677%, up % from the previous close and = a a point from the early low. Bethlehem came back|to the previous close of 75% from lits low of 743%. Youngstown Sheet, National and Republic each made new highs.

Santa Fe led a rally in the rails 4

reaching a new high at 447s, up 13, Utilities were steady to firm with the exception of North Amerjcan which had a fractional loss. Motors were holding just under the previous close. Nonferrous metal issues slipped back with Kennecott off a point at 475%. New highs were made by such issues as Greyhound, International Paper, Douglas, Marshall Field and National Biscuit. Rails led a -quite advance in domestic corporation bonds. Me-dium-priced carrier loans were in best demand in early dealings, and gains ranging to around a point were recorded in such issues as Illinois Central, New York, Chicago & St. Louis, St. Louis-San Francisco and Atlantic Coast. forenoon dealings. German loans were strong in an irregularly higher foreign section, Curb stocks extended early gains to more than a point in forenoon dealings. Trading was active. Aluminium Limited made a new 1938 high at 144, up 1!:2, to lead industrials upward. Other industrial gains ranged to 1!s points in Jones & Laughlin Steel. Brewster Aero and American Airlines made new highs for the year on fractional gains. Mining stock and oil shares continued idle in early trading. t- = z

End of Texas Shut-Down Is Cause, Institute Says.

NEW YORK, Nov. 10 (U. P).— Termination of the week-end shutdowns in Texas resulted in a sharp increase in the nation’s crude oil production for the week ended Nov. 5, according to the statistical report issued by the American Petroleum Institute. The Institute estimated daily average crude output for the country as a whole at 3,628,550 barrels, lan increase of 391,000 barrels from ithe preceding week and compared with 3,533,150 in the 1937 week. Texas output averaged 1,655,100 barrels, up 394,450 from a week ago, and the eastern states showed ia rise of 10,350 barrels, while other major producing areas had virtually no change for the week, with the exception of Kansas, where daily production was reduced 12,500 barrels. Imports of petroleum for domestic use and receipts in bond at principal United States ports for the week totaled 1,141,000 barrels, a daily average of 163,000 barrels, compared with the previous week's Rae of 107,571.

Vealers Climb; Hogs, Lambs ~~ Hold Steady

No changes were recorded in prices for any section of the local ‘hog market today, according to the Bureau of Agricultural Economics. Top on 160-170-pounders held at $7.00. Weights above 325 pounds sold down to $7.40 Vealers ruled 50 cents higher under light receipts and broad shipping demand. Top price was $11.50. Several loads of medium grade heifers were valued at $7.25 to $7.75. There were hardly enough steers at the market to warrant mention. A few lots were steady at $10 down. Fat lamb prices were steady to 25 cents lower. Bulk of good and choice offerings went for $8.75 to $9, with a top of $9.25.

North American, United Power File Integration Plans With SEC.

NEW YORK, Nov. 10 (U. P.)— Two of the nation’s largest utility holding company systems, with assets of more than $1,500,000,000, have capitulated to the terms of the Public Utility Holding Company Act of 1935 and have filed tentative plans for integration with the Securities and Exchange Commission, it re-

vealed today. Neither of the companies, the $925,000,000 North American Systemn and the $600,000,000 United Light & Power Co. disclosed the details of their plans and requested that William ©O. Douglas, chairman of the Securities & Exchange Commission, hold such information as “confidential” matter. James F. Fogarty, president of the North American Co., in making the announcement here said that the tentative plan conformed to the spirit of the Holding Company Act. “If carried out over a period of time, with due regard to the necessity of synchronizing transactions so as to preserve relative values where the disposal of certain properties and acquisition of certain others cannot be effected by direct exchanges, this plan may fairly be calculated to protect the interests of the investors in our companies,” he declared. Under its present setup, the North American Co. system now operates in the territories around: Milwaukee, St. Louis, Washington, D. C., -and Cleveland. The parent North American Co. also owns heavy stock interests in the Pacific Gas & Electric Co. and the Detroit Edison Co. The filing by United Light '& Power Co. was announced in Washington by Douglas. : In his statement accompanying the plan, Charles S. McCain, president of United Light & Power Co, said, “It is our desire and intention to co-operate with the Securities & Exchange Commission and with other public utility holding companies in an effort to solve the many important and difficult problems which are necessarily involved in the simplification and integration program.” The United Light & Power. plan proposed: 1. Recapitalization of the United Light & Power Co. 2. Elimination of certain intermediate holding companies. 3. Gradual reduction of publicly held securities of major holding companies, as a step toward elimination of other intermediate holding companies. 4. Elimination of numerous subsidiary operating companies, to be accomplished by mergers or consolidations of such companies.

ORDERS PROTECTION OF RAILWAY LAGOR

ICC Provisions Deal With Merger Loss Cases.

WASHINGTON, Nov. 10 (U. P.). —The Interstate Commerce Commission has written into two orders unusual provisions to protect railway labor from loss through mergers. The cases involved were the merger of the Louisiana, Arkansas & Texas Railway Co. and the Louisiana & Arkansas Railway Co. and the leasing of the Texas branch of the Chicago, Rock Island & Gulf Railway Co. by the Chicago, Rock Island & Pacific Railway Co. The ICC said it would approve them only if protection was provided displaced workers and thase retained. The labor provisions which the roads must accept to obtain ICC sanction include: Employees displaced by the change must be given a dismissal allowance equivalent to 60 per cent of average monthly salary for the previous year. Dismissal compensation would range from six months’ pay for one year’s experience, to 60 months for 15 years of employment. The railroads would pay moving expenses of transferred employees, and guarantee them against losses because of home sales or breaking of leases. Pay of retained employees from

1 the absorbed roads should not be reduced for five years as a result

of the merger or lease.
