Times Special WASHINGTON, Nov, 4—Behind the drastic measures of self-reform recently announced . by the New York Stock Exchange is the story of two bright young men who “made good in the city”’—one of them in America’s financial capital, one in its political capital. :

In a way their story contrasts. william McChesney Martin Jr. $48,000-a-year president of the Stock Exchange, is a 31-year-old bachelor, amateur playwright and crack tennis player, a practicing Presbyterian ‘who neither smokes, drinks, gambles, nor cusses very much. ; William Orville Douglas, $10,000-g-year chairman of the Securities and Exchange Commission, is a 40-year-old law professor who worked his way through two colleges, has little time for play, is a Presbyterian but a master of salty language, a smoker of cigarets, a canny poker player, and takes a drink. .He has a wife, a daughter and a son. The two men get along fine. They have had innumerable gettogethers, and each is addicted to praising and quoting the other. : Mr. Douglas has made it plain that the Stock Exchange must clean ilts own house or let the SEC clean

In Mr. Douglas’ own words, “the Stock Exchange and the SEC are oing to town.” 8 My Douglas and Mr. Martin have had more than a dozen conferences in the last few months, some in New York, some here. In one recent week Mr. Martin made three visits to Washington to see the SEC chairman. Their relationship goes beyond the conference table. Mr. Martin has dined at Mr. Douglas’ home and Mr. Douglas has spent a week-end with Mr. Martin on Long Island. In the days when Richard Whitney ran the Exchange, one or two meetings a year with the SEC chairman was about tops. - Mr. Martin is the son of the governor of the Federal Reserve Bank in St. Louis. He was graduated in 1928 from Yale, where only three of his classmates voted him “most likely to succeed.” In 1029, when Wall Street's house of cards reached its peak and crashed, he was working for his father’s bank at $67.50 a month, and then for a St. Louis brokerage firm at $100 a month. The brokers found him a wizard at figures and made him a partner. In 1931 they sent him to New York as a member of the Stock Exchange. He was 25. But Mr. Martin hankered to be & as his father once had been. He enrolled: for spare-time studies at Columbia University, and also at the New School for Social Research. He was amazed to discover that many Stock Exchange members

*lknew little about the operations of

that institution, and less about the

| fundamentals of economics. He set

out to explore both of those subjects. But his life wasn’t all work. He had been No. 3 ranking tennis player at Yale and he kept up his

| game, which was good enoligh to

get him into the early brackets of the national tournament. He became a prodigious playgoer, seldom missing a Broadway show (for which he usually bought balcony

and was often seen sipping a hot

popular among theater folk. His love of the theater led him to write two or three plays, but his limited experience with the ladies is said to have left the female characterizations a bit hollow; at any rate, the plays were never staged, though Mr. Martin is said to have helped finance a production or %two for others. This youngster, who ate at automats, lived in one room at the Yale Club and wore no hat, fell in with

Exchange. The intimate knowledge he had painstakingly acquired of the Exchange machinery made him a valuable member of the so-called

Kennedy was chairman of the SEC he drafted Mr. Douglas from Yale to make a study of protective committees, an enormous job. That done, Mr. Douglas returned to Yale, but President Roosevelt soon recalled him as a member, and eventually chairman, of the SEC. He is a sandy-haired man with

A decrease in hog marketings resulted in prices being 10 to 15 cents higher for heavyweights today, according to the Bureau of Agricultural Economics. Weights under 210 pounds failed to gain and top remained at $8 for 160-170 pounders. Fat packing sows shared part of the upturn with sales strong’ to 10 cents higher in & range of $7.25 to $7.65.
