Jeffrey Challenges Governor On ‘2 Per Cent” Fund Sources;

Willis to Make West Side Talk

“Royse Says Sullivan Is Imitating G. O. P. Opponent.

George R. Jeffrey, Republican candidate for Judge of Superior Court 2, today challenged Governor Townsend to say whether the Two ‘Per Cent Club profited from the sale of advertisements at $500 each to “The Official Pictorial and Historical Review of Indiana.” Stating in an address last night at 2841 Brookside Ave. that the Governor “was not entirely frank” in a statement of where Democratic campaign funds come from, Mr. Jeffrey read a list of 24 manufacturing firms which he said took ad- ‘ vertisements in the publication. Raymond E. Willis, Republican ' Senatorial nominee, will come to Indianapolis tomorrow to address West Side Republicans at a meeting at the Hawthorne Community House, 2440 W. Ohio St., at 8 p. m. The nominee has been campaigning in the Calumet district this week in an effort to whittle down reported Democratic strength in that area. Mr. Willis may stay over in Indianapolis to address the Marion County G. O. P. ‘victory rally” Friday night in Cadle Tabernacle, where he tentatively is engaged to join the list of candidates and speakers, County leaders said. The Republican State Committee, however, has scheduled Mr. Willis for a Ft. Wayne address Friday night. The candidate will make his final campaign in his home town, Angola, Saturday. :

Cites Townsend’s Statement

Mr. Jeffrey said he was replying to a statement previously made by the Governor that he was glad the Republicans had brought up the Two Per Cent Club. The Governor had added that the contributions come “from the small -donations from many, many people who are sincerely interested in the success of our program.” “The Governor,” Mr. Jeffrey said, “has deliberately endeavored to deceive the voters by not making a full statement of the source of income of the Two Per Cent Club. He apparently endeavored to convey the impression that no one contributed to said fund except State employees getting a salary of $100 a month or more. «I know that one concern, when negotiating for some contracts for one of the departments of the State of Indiana, was informed of the advisability of taking advertising space in “The Official Pictorial and Historical Review of Indiana” at the rate of $500 per page, but that this particular firm did take two pages of space in the book and paid the Two Per Cent Club $1000 therefor.

‘Mention of Its Name’

“The only advertising which it, or any of the others received, was the prominent mention of its name in a brief statement of industries and points of interest in each particular county. “This concern subscribed to and paid for this so-called advertising in the belief that by so doing. it would get the contract from the state, which it did. “I now challenge Governor Townsend to say whether or not the Hoosier Democratic Club (Two Per Cent Club) in collaboration with the Democratic State Committee, exacted contributions, under the pretext of advertising. “The Governor always claims to be a champion of the poor, and the laborer, and leads them to believe that he is only for the working man and is opposed to anyone of great wealth or who makes a large salary. “He wants the would-be laborer to be satisfied with relief in the form of a WPA job.

Wolff Encouraged, Sees Swing to G. 0. P.

The belief that Republican candidates rapidly are gaining strength as next Tuesday's election approaches, was expressed today by Herman C. Wolff, Republican Mayoralty nominee. Mr. Wolff, after conference with party leaders, reported in a campaign talk last night at 2408 English Ave. that the 16th Ward may swing into the Republican column. He said his optimism was based on assurances from ward chairmen and precinct committeemen in all parts of the city. “My reports are encouraging,” he said. “If we don’t actually carry the 16th Ward, which has been heavily Democratic, then we’ll certainly make decided gains.

‘People Want Change’

“This is the situation in nearly every part of the city and county. There is just no question about it. It’s in the air. The trend is definitely to us in these last few days of the campaign. The people want a change.” ‘ Expressing the belief that the members of the Police and Fire Departments “are as good as any in the country,” Mr. Wolff cited the need for strict law enforcement. “It must be one of the fundamental duties of the City government at all. times and not merely some of the time,” he said. He pledged that if he is elected “the laws and various City ordinances will be enforced upon all alike and there .will be no favorites.” “The work of the department,” he added, “must not be interfered with by any so-called ‘inside or outside’ influences. Gambling and vice must be stamped out if we are to protect the youth of our community.” Repeal of the McNutt Reorganizatipn Law, changes in the present liquor control act, and tax reduction were advocated by Charles P. Ehlers, Republican nominee for State Representative at the meeting.

Sullivan Imitating Wolff, Says Royse

‘The accusation that Reginald H. Sullivan, Democratic mayoralty nominee, has been imitating the program of his Republican opponent, Herman C. Wolff, was made last night by Wilbur A. Royse in a Republican campaign speech. Mr. Royse, G. O. P. nominee for judge of Superior Court 1, spoke at a Third Ward rally. He said Mr. Sullivan had “persistently espoused every plan or idea advocated by Herman C. Wolff,” adding that during the five years Mr. Sullivan was Mayor, he “took

no steps to bring about the city manager government for the City.” «Just as soon as Herman Wolff advocated the adoption of this plan,” Mr. Royse said, “Mr. Sullivan promptly declared he was for the city manager form of government. “When Herman Wolff told of his program for bringing new industry to Indianapolis, Mr. Sullivan immediately declared that he would endeavor to bring new plants here.

Haerle Pledges to Work With Juvenile Court

py Edwin Haerle, Republican candidate for Prosecutor. Mr. Haerle told a meeting at 2245 E. Riverside Drive last night that although no attempt was being made “to eliminate these evils, yet there is a great hue and cry from the opposition that they are promoting the welfare of all the people.” “Such a contention,” he said, “is absurd in the face of the record of their administration. I intend to strike a blow directly at the source of this evil, “1 will co-operate with the Juvenile Court and other authorities in the investigation of every case of juvenile delinquency. “And when the cause has been determined, the Prosecutor’s office will take steps to close the doors of the places in which delinquency was inspired.”

Charges Democratic Candidates ‘Gagged’

Kenneth A. Weddle, Republican nominee for State Representative,

today had charged that Demacratic candidates for the State Legislature had been “gagged by a powerful political machine.” Speaking at a rally last night at 245 E. Riverside Drive, Mr. Weddle said: - “Republican candidates for the Legislature have outlined their opposition to the present liquor control racket, the repeal of the dic-tator-state reorganization act, reducing taxes, but their opponents have been entirely silent upon these and other issues. They are straitjacket controlled by this powerful political machine and they don’t dare open their mouths.”

New Deal Blamed for Indiana Corn Reduction

Times Special HAMMOND, Nov. 2.—Four New Deal leaders speaking in Indiana this week could but “probably won't” tell Indiana farmers “how much Southern, corn acreage has been increased recently,” Raymond E. Willis, G. O. P. Senatorial nominee, said here last night. Mr. Willis said he referred to Rep. william D. Bankhead (D. Ala), speaker of the House; Rep. Luther Patrick (D. Ala.), Senator Connally (D. Tex.) and Governor Rivers of Georgia. “Senator Connally, for instance, could give the Indiana farmers a vivid picture of the corn carnival that was held recently in his state in celebration of the tremendous increase in corn production in Texas. “Mr. Bankhead and Rep. Patrick could tell Indiana farmers that corn acreage in Alabama was increased by nearly 700,000 acres in 1937 while Indiana farmers were being ordered to cut their own acreage approximately 1,000,000 acres. Governor Rivers might be real frank with those who hear him. He could do a little boasting about how Georgia increased its corn acreage more than a million acres after its cotton production was killed and it

NORTH VERNON, Nov. 2.—Norman J. Lasher, Republican candidate for State Superintendent of Public Instruction, today had advocated that this office should be made appointive. In an address at a meeting here last night, the nominee said that the superintendent’s office should be taken out of politics by appointing the official through the State Board of Education.

Hoosier" Democrats Donate To Party Fund, Expense Statements Reveal.

Times Special WASHINGTON, Nov. 2—While Republican Congressional candidates in Indiana drew rather liberal sums from the G. O, P. coffers, Democrats were assessed by the party organization, their campaign reports revealed today. The reports were to have been filed with the secretaries of the House and Senate 10 days before the election, but many are not yet in from the Congressional districts and nothing is ever done about the law, anyway, so far as anyone at the Capitol building knows. Rep. Louis Ludlow got his report in on time but his Republican opponent in the Twelfth District, Charles Jewett, did not. Mr. Ludlow reported that he has received no

contributions and expended $673.45,

of which $500 went to the Marion County Democratic Committee. Rep. William H. Larrabee of the Eleventh District had not yet filed, but his Republican opponent, William O. Nelson, reported contributions of $2351.75 and expenditures of $2297.66. In the First District, Rep. William T. Schulte reported no contributions and expenditures of $482.75, of which $450 went to the Lake County Democratic Committee.

Halleck Makes Report

Rep. Charles A. Halleck (R), Second District, reported $1200 in contributions and expenditures of

$1266.25. Two $500 contributions came from the National Republican Congressional Campaign Committee and $150 from the Indiana State Republican Committee, the report shows. Henry W. Marshall, Lafayette publisher and old-time power in G, O. P. politics, contributed $50. Mr. Halleck gave $200 to the Second District Republican Committee and a total of $650 to the 13 county committees in the district. George N. Beamer, Third District Democratic candidate, received $1283.95 and spent $1391.63, his report shows. Rep. James I. Farley (D.), Fourth District, reported $1100 in contributions and expenditures of $1710.40. William Kunkle, Bluffton, contributed $200 to the Farley campaign. George W. Gillie, Fourth District Republican candidate, listed $1244.90 contributed and $1238.11 expended. On July 25 he received $500 from

Gerald W. Landis, Seventh District Republican candidate, reported $734 contributed of which $500 was from the National Campaign Committee. The veteran Seventh District Democratic congressman, Arthur Greenwood, (D.) had not yet filed. In the Eighth District, Rep. John W. Boehne Jr. (D), reported no contributions ana expenditures of $537,-0f which $475 went to Democratic county committess in the district. The Vanderburgh County committee received $250, and $25 each went to the Posey, Warrick, Pike, Spencer, Perry, Dubois, Crawford, Harrison and Floyd County committees, the report shows. . Clifford H. Long, Ninth District Republican candidate, received $250 and spent $107.50, he reported.

Springer Gets $1000

Rep. Finly H. Gray (D), 10th District, listed no contributions and $1614.27 expenditures. His Republican opponent, Raymond S. Springer, received $1000 and spent $1085.16, his report shows. The National Campaign Committee sent him $500 in July and another $500 in August, he reported. Congressmen and candidates not mentioned have not yet filed their reports.
