John Britten, Republican nominee for Mayor, maintains, however, that these would not have been possible without dividends amounting to $315,000 annually from the City light plant. ~The Richmond Council races assume importance because of a fight to raise the City’s share for a proposed $227,000 gymnasium-auditor-jum. Present City officials are considering having the light plant take up bonds for this purpose. -
