CHICAGO, Nov. 1 (U. P).—A reaction at Winnipeg turned wheat prices fractionally lower on the Chicago Board of Trade today, after a firm opening. Trading was light. At the end of the first hour wheat was oft % to % cent, and corn and oats unchanged to 4 cent. higher. Wheat at Winnipeg dropped as much as a cent in the first hour which attracted some selling in the local market. A flat export demand for North American wheat was a depressing factor. Liverpool wheat elosed unchanged to % cent higher, with the December future relatively strong.
with promise of showers in sections of the Southwest wheat belt failed to bring in much selling. Some commission houses were noted on the selling side, but pressure was not heavy. : * Corn prices held steady on fair commission house demand. Local receipts dropped off to an estimated 296 cars today.

NEW YORK, Nov. 1 (U. P).— Current small volume of business loans chiefly is traceable to lack of demand rather than to an uncooperative attitude on the part of banks, ‘according to The Survey, a

Co. of New York. : «The large majority of banks in this country are not only willing but eager to make sound loans and that: their inability to do so on a layger scale is due to the fact that no active demand for such loans exists,” The Survey said. It contended that individuals who charge banks with neglect of duty through failure to make heavier 5| business loans overlook the fact that it takes a borrower as well as a lender to make a loan, and that a banker's first duty is- to protect the funds of his depositors. “Lending money is a bank’s chief source of income,” The Survey pointed out. «If hanks invest their funds in Government obligations yielding very low rates of interest, and if member banks have more 5/than $3,000,000,000 of excess funds 0/on deposit with the Federal Reserve o|Banks earning no interest whatever, it is not because they prefer to put their money to such unremunerative uses. It is because they have no alternative consistent with the protection of the interests of their depositors.” : The failure of banks to make further large loans to industry has been attributed to a “strike of capital,” The Survey said. “There are apparently some who attribute the meager flow of capital to excessive timidity on the part of individual lenders. The inference is O|that business is ready to expand but is prevented from doing so by the refusal of those in control of loanable funds to lend. «Banks would welcome new and sound means of expanding their services to the public. Many banks, in fact, are extending their facilities in many ways. Some are increasing their small loans to individuals. Some are setting up. installment loan departments and amortized mortgage departments. Others are lending for longer terms than heretofore. Still others are participating with Federal Reserve Banks in s their loans to industry.

Sale of television receivers would be premature and unfair to the public, he said.” His statement was a reply to one by David Sarnoff, Radio Manufacturers’ Association president, that television receivers would be put on the market before .the World’s Fair opens April 30. “The offering for sale . . is unfair . . . both for economical and technical reasons,” Mr. McDonald said. “Such premature introduction of television commercially would result in loading the public with undue experimental replacement cost which, in turn, will result in retarding instead of furthering development and in unprofitable operations for the companies engaged in such a program.” He pointed out that a change in transmitters would render receivers useless; that no system has been devised to prevent interference with television by automobiles; that tele-

WASHINGTON, Nov. 1 (U. P.).— New lumber orders booked in the week ended Oct. 22 were about the same as in the preceding week but 25 per cent above the corresponding week of 1937, the largest percentage gain this year, according to a report by the National Lumber Manufacturers’ = Association. Every region but two’ reported bookings’ gains, a : ; Orders booked called for 219,762,000 feet compared with 222,059,000 feet in the preceding week. Production by 518 mills during the week amounted to 222,396,000 feet compared with 228,732,000 feet produced by 557 mills in the preceding week. Shipments were 232,861,000 feet compared with 219,062,000 feet in the preceding week. 8 The industry stood at 67 per cent| of the 1929 weekly average of production during the week ended Oct. 22, and 72 per cent of 1929 shipments. Production was about 66 per cent of the corresponding week of 1929 and shipments shipments about 75 per cent of that week. New orders were 76 per cent of the corresponding 1929 week.
