Times Special WASHINGTON, D. C. Oct. 31.— Progress of the FHA program for stimulating construction of lower priced homes is shown by an analysis of mortgage insurance operations covering a portion of the period since the liberalized National Housing Act went into effect last February. This analysis, made public by Administrator Stewart McDonald, showed that of the mortgages ac-. cepted for insurance on ncw single family dwellings during April, May and June, 64 per cent were on properties having a valuation of $6000 or less. During the year 1937, 59 per cent were in the group having a valuation of $6000 or less. The analysis also showed that 96 per cent of all mortgages accepted for insurance on new homes were on properties costing less than $10,000. Only one out of 25 homes cn which mortgages were accepted for insurance cost mre than $10,000. On newly constructed houses appraised at $6000 or less, the minimum permissible down payment was reduced from 20 per cent to 10 per cent. Thus on a $6000 newly constructed house, the minimum down payment is $600 and the maximum insurable mortgage is $5400, representing 90 per cent of the appraised value. The g2ume*ysis also shows that 42 per cent of all the mortgages accepted for insurance during this period—April, May and June—were for 80 to 90 per cent of the FHA valuation of the property.

Consumer Demand Broadens, Says Dun, Bradstreet

NEW YORK, Oct. 31 (U. P).— Retail and wholesale trade made substantial gains last = week on broadened consumer demand and more normal weather conditions, according to the weekly trade survey made by Dun & Bradstreet, Inc: With sales in “normal” temperature sections advancing sharply, retail totals gained 3 to 5 per cent over the previous week. - Although the decline from the corresponding 1937 period virtually was unchanged at 4 to 15 per cent. Wholesalé trade gained momen{um as reorders on seasonal goods arrived in larger volume, and the tweek’s expansion -in- sales. narrowed the average decrease from last year to 3'to 11 per cent compared with 3 to 12 per cent in the previous week. “Most of the leading centers of retail distribution were ahead of their totals for the previous week, but only a few were able to show a margin over the preceding year,” the survey stated. Wholesale merchants reported that commitments made for holiday goods exceeded last year’s in some markets, but were lagging in others.

BUILDING AWARDS SLIP

NEW YORK, Oct. 31 (U. P.).—A marked contraction in private building activity this week carried the

gineering News-Record’s report. Total awards for the week ended amounted to $53,634,000 against $62,866,000 a year ago, or a decrease of 15 per cent. This week's tota’ was 18 per cent below the $65,224,000 reported a week ago. The trade journal pointed out, however, that the week’s volume was 3 per cent higher than the 1938 weekly average to date and 11 per cent higher than the average for the first 43 weeks of 1937.

CANADIAN WHEAT INCREASED

CHICAGO, Oct. 31 (U, P.).—The Canadian visible wheat supply last week increused 3.433,414 bushels to 174,873,977 bushels. Wheat receipts at Canadian interior points Monday totaled 1,840,000 bushels against 742,000 bushels a year ago.
