Clinehens Suggests

10-Year Smoke Plan: I Indifference Scored

New City Ordinance With More Specific -Rules Engineer's Goal.

A 10-year-plan with ‘a goal of complete and permanent solution of the smoke nuisance was suggested today by J..W. Clinehens, City combustion engineer, oe Mr. Clinehens said that, in his estimation, only by the adoption - of such a long-range program will the City ultimately solve the problem to the satisfaction of everyone. Meanwhile, the City Smoke Abatement Division, under the direction of Mr. Clinehens, continued the smoke attack. it started Monday within the limitations. now prescribed by the present City Smoke ordinance and the division regulations. This attack, as stated earlier by Mr. Clinehens, is based on a theory of “business-like-co-operation” with industry to effect an abatement of smoke in the industrial areas. This method, while the only feasible one at present, ' Mr. Clinehens said, does not establish any clearcut plan for eventual complete solu- . tion of the nuisance.. Such a plan must be evolved in the near future, he said.

New Ordinance Suggested

The present survey. of sootfall in various areas throughout the City, now being conducted by Smoke Abatement Division workers, will form the basis for recommendations

for such a plan, Mr. Clinehens explained. ‘As he now sees it, this plan would require the writing of a new city smoke ordinance that would define more specifically the various violations and restrict certain types of heating plants to certain areas. At present, Mr. Clinehens said, _ there is not a domestic steam boiler heating unit on the market : that will burn soft coal and .dispose of volatile matter in a method. to insure a smoke-free atmosphere.
