Rivaling Renaissance Period

KANSAS CITY, Mo., Oct. 27 (U. P.).—Availability of low cost medical care to the poor who need it most may be the beginning of a world movement for health comparable to the upswing of art and literature in the European Renaissance period, according to Dr. Thomas Parran, Surgeon General of the United States Public Health Service. Dr. Parran, who delivered the keynote address at the first general

session of the 67th annual meeting &

of the Public Health Association in session here, said he saw “the first faint stirrings of a people’s fight for life, for freedom from disease and

for an equal opportunity to be born,

well and to live well.”

In reviewing the accomplishments of the last two years, Dr. Parran declared that greater progress had been made than in any similar period in the organization’s history. He said the program for the immediate future had received the indorsement of medical and nonmedical men alike. “The majority of medical opinion in this country, as repor through the House of Delegates of the

Creation of the National Cancer Institute and the passage of the National Venereal Disease Control Act, were the most important legislative contributions to public health in the last two years, he concluded. Dr. Abel Wolman, president-elect of the association, outlined the program for the coming year, empha-

The top men in clinical medicine, as individuals and as represented through their special societies, always have been leaders in progressive thought. Both of these groups in their thinking seem to be a little ahead of us whose job it is to serve the public health.”

Cites Lower Death. Rates

Dr. Parran cited that the past year produced the lowest general mortality on record; that the tuberculosis rate had declined to less than 50 per 100,000 population, and that there were substantial decreases in infant mortality and mortality of women during child-
