Moscow will not permit the proposed four-power pact to succeed in Europe, if she can help it. London and Paris insist that they hope to include Russia in any appeasement project which may develop. way. She is convinced that the Fascist bloc will tey to push eastward, largely at her expense, if Britain and France make their own peace with Nazidom. Russia, therefore, may be expected to use her influence whenever and wherever she can to block any such understanding. France is likely to be the first after Col. Lindbergh to feel the effects of Soviet displeasure. With 72 regular, party-line Communists in the Chamber of Deputies, and with 10 “fellow travelers” and 147 Second International Socialists also there to back these up, the ex-
treme Leftists may yet upset her legislative applecart. . Not that France is in any very real danger of going Communist— though possibly less than one per cent of those who overthrew Russia in 1917 were Communists, The chief danger in France would be, first, the unrest which her Leftist groups might bring about in their efforts to overthrow Premier Daladier, and, second, the Rightest reaction which European history proves has invariably set in whenever Communists carried to extremes their policy of direct action. : Rightists probably have less in-

fluence in France today than at any
{time since the Revolution. Certainly
that has been the case until recently. For the last two and a half years the country has been governed by a coalition of Leftists, of whom the Socialists are the strongest bloc, the Radical Socialists second and the Communists third.
But France is a land of individualists. Her citizens are mostly little merchants, little farmers, little industrialists. And while they shy away from anything that smacks of a dictatorship—and so have relegated the Fascist faction to a sort of limbo—any attempt to upset
things for the benefit of Moscow in the weeks and months to come probably would result in a swing to the right, if necessary a violent swing. : Unquestionably France has paid a heavy price for her Popular Front New Deal. Beyond question the program of the Front Populaire would be a blessing for. the nation as a whole—on condition that the reforms are intelligently, gradually and systematically carried out. Unfortunately, it was done too suddenly. i The very existence of the small businessman and manufacturer .was
and is threatened, and the economic life of the nation has been dangerously slowed down. Production costs are soaring. Likewise prices. Wages and living costs are going round and round in a vicious spiral while exports are dwindling, the national income falling and tax receipts dropping along with them.
Thus the whole aim of the Government, namely to raise the purchasing power of the masses and defeat the depression has been negatived. Today Radical Socialist Premier Daladier is trying to start the wheels going again. To do so he must have
