Clamor for Variety of Pension Schemes Again Heard From Coast to Coast

WASHINGTON, Oct. 13.—0Id age pensions, which swept like prairiefire across the political scene of 1935, are back again in 1938 . . . hotter than ever. The Social Security 1aws passed largely under pressure from the pension movement only caused the fires to die down momentarily. Fanned by new gusts of oratory, they sweep on to become a decisive November elect’on factor in a half-dozen

contests.

Congress, feeling the heat at a distance, will hold hearings early in January on a half-dozen pension plans. Rep. Robert L. Doughton (D., N. C.), Ways and Means Committee chairman, has promised that all plans will be given a hearing, and the present Social Security system is almost sure to be extended and liberalized as a result. States like California, Texas, Maine and Florida, already find

pension plans the chief issue in November. Senator Claude Pepper of Florida was renominated at least partly by Townsend support, which he actively sought. Oregon, Kansas and Missouri will vote on pension plans outside the Federal security setup and Nebraska, North Dakota and Missouri will ballot on proposals to enlarge benefits under the Social Security Act. Colorado will vote on a proposed repeal of its pension law in Novem-

issues in Massachusetts, Oklahoma, Idaho, Washington, Kansas, West Virginia and upstate New York. The Townsend movement, which died down somewhat after its 1936 climax, is going strong again. The Federal-State pensions of from $20 to $30 a month which are actually in effect look small beside the $200-a-month goal of the Townsendites.. And Federal retirement

insurance on which one pays ]

ing seems pallid beside -California’s “$30 Every Thursday.” SE California is seeing a bitter struggle over the pension proposal sponsored by Sheridan Downey, which he used to beat Senator McAdoo and shatter the “regular” Democratic organization. Frantic backfires are being built against the “Ham and Eggs for Californians” p:an for $30 a week in tax-stamp Fedesmeble Sofip for everyone over

the bid for the governorship by Upton Sinclair in 1936, conservative forces are leaving no stone unturned to woo the voters away from trying to vote themselves into the life of Riley. In conservative Maine, the Republican Party has indorsed the Townsend Plan, and thus Maine can scarcely fail to send Townsend Representatives to the next Congress. W. Lee (Please Pass the Biscuits, Pappy) O’Daniel beat the field for

Governor of Texas, and is so certain of election that he is spending most of his time figuring out how to raise the money to pay the liberal pensions which were one of the pillars of his campaign,

send or other pension plans which go far beyond the present law. The hearings before Doughton’s committee will take up not only the Townsend Plan, but that of the General Welfare Federation, which would be financed by a 3 per cent gross income tax. Whether any of the pension plans will be adopted or not on a national basis, it is certain that the renewed pension pressure throughout the country will grease the way for exe tending the social security system,

states, and a force to be reckoned
