TAX EXEMPTION SHIFTS BURDEN IN MISSISSIPPI

Property Owners Save; Levy on Cigarets and Beer Rises. .

JACKSON, Miss, Oct. 13 (U. P.).

—Mississippi’s homestead tax exemption program probably will save 133,000 property owners from 60 to 70 per cent of former assessments. Assessors’ offices are packed and jammed five months ahead of what

was in former years tax paying time. Extra help works night and day to shift an estimated $3,5000,000 a year tax burden to cigaret smokers, beer drinkers, the state ad valorem levy and a treasury surplus. The far-reaching tax experiment was undramaticaily passed last ~ August. Gov. Hugh White, who fostered the legislation, signed the bills in bed. When Senate and House differences threatened to mire the legislation, White’s doctors ordered him to bed. The amended and compromised measures that finally emerged from a record number of committee meetings limit homestead exemption to residences actually owned and occupied by. heads of families. Rented and business property is excluded. $5000 Property Maximum Municipal taxes and taxes to retire bonded debt are excluded from the program. A $5000 roof is set on eligible property and acreage is limited to 160. The original plan would have exempted all homes, regardless of valuation, but would have limited exempted acreage to 80. The tax commission estimated that the first plan would have cost the state $7,000,000 for the bienium. It was impossible to estimate the cost of the final program but tax experts said they believed it would be the same. A temporary finance program, argued and reargued before passage, increased the cigaret tax to 4 cents a package; raised the retail tax on beer from 1: rent to 2 cents a bottle, and approved assessment of the maximum state ad valorem of 6 mills instead of the previous collected levy of 4 mills. The legislature provided only three payments to counties and municipalities during the remainder of the current biennium. It provided $5,250,000 and figured that with the new special taxes a “technical deficit’ of $579,000 would be created. The tax commission believes unexpended appropriations will cover this shortage.

Legislation Likely

Permanent finance measures are expected to be passed at the next session of the legislature when the program gets .out of the experimental stage. To obtain exemption, an eligible property owner must make a sworn application with the county or municipal tax assessor. The county board of supervisors or the city council will approve or deny the application. . County and city clerks make a copy of the land rolls, recapitulate them and make a special certificate to the state tax commission for each taxing district, showing the total assessed valuation, the exempted assessed valuation of homes, and the tax rate for each district. The records are checked and the state auditor will repay counties and municipalities every dollar they lose through exemption. Officials believe tax exemption will bring benefit to the state two channels: “1./Put state land back info active production; (2) Shift the burden of taxes to things that cannot be surrendered in lieu of payment.

BIGGEST WPA JOB FORMALLY OPENED

Eight Million Dollar Highway Ready in Cleveland.

CLEVELAND, Oct. 13 (U. P).— The biggest WPA job in America— Cleveland’s eight million dollar Shore Drive—has been opened formally. A salvo of 19 shots, fired from a

battery of National Guard guns, signified that the drive, built on what was once a series of smouldering dumps, ugly wastes, and hobo jungles, was open to traffic. The four-mile stretch was leveled, graded and paved by a WPA crew

times.

Huge slag piles and industrial cinder heaps were dragged down and spread far into the lake. Fences were ripped out. Buildings were moved out of the way, sewers extended. It was a big job, and for three bitter winters and two blazing summers relief workers toiled at the task.
