Lieut. Frank Kreml, safety director of the International Association of Police Chiefs, today completed plans for his ‘command school” to instruct State Police sergeants and lieutenants in the latest methods in traffic safety regulation. He arrived in Indianapolis yesterday and told the State Police they must “get convictions to reduce the heavy annual loss of human lives on State highways.” __ Outlining a two-fold plan of attack, he urged that officers get complete and accurate reports of every accident and advised them to perfect methods of getting evidence which would support prosecution

leading to convictions.

266 Boys Ready for Safety Instructions; Manual Prepared.

The School Board today had completed the manual to be used by

266 boys who will attend the School Safety Patrol = Officers’ Training amp at the Boy Scout Reservation Monday. Object of the camp, sponsored by the Indianapolis Safety Education Council, is to prepare Safety Patrol members for their duties te ing fellow students who the streets going and from school. The -encampment will close Sept. 2. The manual contains a complete outline of the subjects to be taught at the camp as well as a history of the patrol movement.

Other Measures Listed

While traffic problems are stressed in the 14 page booklet, other safety measures also are covered. Safety on the playground, in the gym, woods or at home is also discussed in the manual and will be a part of the camp program. Fire prevention, fire drill and first aid instruction also are outlined. ; Patrol members, encouraged to be friendly and courteous, are to be " taught to observe general traffic conditions, and each patrol member will be requested to give complete reports on violations of safety by all persons, as well as pupils in their charge.

WHAT'S THE HURRY? HE’S GOT UNTIL 1951

GRAND RAPIDS, Mich. Aug. 26 (U. P.) —Federal authorities believe they have found the world’s most optimistic person, Raymond C. Stevenson, 41, of Kokomo, Ind. Stevenson, convicted with two others of a $33,000 bank robbery here, is at Alcatraz, serving a 40year term. He was sentenced only last November. Already he is preparing to ask for a parole. U. S. Court officials were complying with his request for a copy of his indictment papers. They said, however, that Stevenson will not be eligible for parole until 1951. :

CLEVELAND, Aug. 26 (U. P.).— Assistant County Prosecutor Charles J. McNamee, running for a judgeship, paused when he came across a supporting petition circulated by Charles Gugliotta. Every one of the 25 names on the form was a Gugliotta. ' “That's just my family,” explained Gugliotta, a dry cleaner. ; -
