committees: Executive—Omar Hunt, Dr. H. P. Werkman, Burke Nicholas, William H. Krieg and Grier M. Shotwell; legal, Mr. Krieg, John Raab Emison, {Adolph Schreiber and Leo Gardner, and membership, Dr. Werkman, Howard M. Muller, Oliver N. Beach, Royer K. Brown, Bert C. McCammon, Carl M. Cooper and Henry S. Allen. The proposed apartment site is just outside the city limits. It includes about 20 acres, bounded on the north by 59th St. and on the west by the Monon Railroad.. The association is composed of home owners of the vicinity who claim the apartment would reduce values of their property.

CAALOOKS INTO AIRLINES FUNDS
New Agency Moves to Place Transports on Sound Economic Basis.
WASHINGTON, Aug. 26 (U. P). ~The five-day old civil aeronautics authority took steps today to place the air transport industry upon a pound financial and economic basis.
As a preliminary to -its function of fixing air mail rates, the CA4 instituted an immediate study and investigation of the financial condition of domestic air mail carriers and the proper methods for fixing their compensation.
The authority also adopted a femporary uniform accoynting and reporting system for air carriers holding domestic and foreign air mail contracts. Simultaneously, it ordered a study of the accounting problem preparatory to adoption of a permanent simplified and adeguate accounting and reporting procedure,

Noble gerved notice that the authority was determined to lose no time in carrying out the mandate of Congress to promote ‘adequate, economical and efficient service” by the nation’s air lines. Mr. Noble, a Greenwich, Conn. 5 tandy manufacturer, who came out ‘of retirement to head the latest New Deal agency, said that the authority was “resolved to act with the greatest possible: dispatch con‘sistent with the exercise of a sound judgment.” The temporary system of acgounts authorized is substantially that used by the Post Office De-

Two local men charged with using the mails to defraud were to appear before Federal Judge Robert C. Baltzell today in an extradition hearing. Clarence Libowitz, 37, and Al Trattner, 38, were arrested yesterday on charges contained in a St. Louis indictment. ” ‘It is alleged that the men -represented a correspondence school which they claimed was sanctioned by the Government and staffed with Civil Service employees, and that
guaranteed a Civil Service position. The indictment charged these claims were false. Bond for the men was set at $1500 each.

Hitchhike Slaying, Sheriff Says

today that two young Tennessee housewives, who left their husbands
two weeks ago to seek adventure, had confessed the slaying of Felix- Shannon, 56, well-to-do farmer. : Sheriff Burkett said the women,®
Mrs. Jean Brooks, 23, Elizabethtown, Tenn. and Mrs. Beulah Honeycutt, 25, Johnson City, Tenn., had blamed each other for the slaying. He said they had named James Wallace, 28, Princeton, Ind., as an accessory. “As a result of. their statements, allace has been arrested and is being held at Princeton pending extradition proceedings, Sheriff Burkett said.

Mr. Shannon was found shot to death in his home at nearby Mount Erie early Monday several hours after he had picked up two girl hitchhikers near Princeton and had brought them to Fairfield. Sheriff Burkett arrested Mrs. Brooks and © Mrs. Honeycutt at Hopkinsville, Ky. Tuesday night after he had trailed them across three states. Burkett said {he girls had hitched a ride with Shannon and his 8-year-old son, Carlyle, Sunday. Mr. Shannon let the girls out near Princeton, after he had arranged to meet them later. He took his son to Somerville, Ind., where Mrs. Shannon, fromwhom he is separated, lives with their five children. Then he returned to meet the girls, Sheriff Burkett said.

Mrs. Brooks and Mrs. Honeycutt admitted their part in the crime after Carlyle Shannon identified them as the women his father picked up Sunday, the Sheriff said. They will sign written confessions sometime today, he added. The Shannon boy, in identifying the women, remembered in particcular Mrs. Brooks’ bright red hair. He added that his father offered the girls jobs to keep house for him. There were identified also by Al-| len Bennett, a farmer who lives near the Shannon home, as the women who called at his. home Monday and asked for a ride to Alvion, Ill, from where they’ allegedly caught a bus to Princeton, Ind. : “The girls told me,” Sheriff Burkett said, “that they were no{ sure they would keep the date. But they met Wallace, whom they had known for some time, and told him they had met Shannon. “Wallace told them Mr. Shannon had money and to ‘go pick him.” Sheriff Burkett quoted Mrs. Brooks as saying: “We wemt to Mr. Shannon’s home with him. Late that night I heard shots and ran into his room. Beulah was standing over him with a gun. She told me: ‘I've shot him, and you've got to fire shots, too.’ “I took the gun and fired one shot, but didn’t hit him.” Sheriff Burkett said that Mrs. Honeycutt had charged thdt Mrs. Brooks had fired all the shots. Sheriff Burkett said robbery apparently had been the motive for the slaying. He said Mr. Shannon had sold several hundred dollars worth of seed a few days before

OF ROAD FUNDS
Highway Chairman Favors State’s Matching U. S. Grants for 39.
T. A. Dicus, State Highway Commission chairman, announced today that steps were being taken to enable the State to absorb completely the $4,000,000 in Federal funds “sef aside for the 1939 road program. Of this $4,000,000, approximately $1,000,000 will not have to be ‘matched by the State. This includes Federal funds for grade separations and other projects. Mr. Dicus' pointed out, however, that the State would have to set aside $3,000,000 to take advantage of the remainder of the Federal funds. Plans for getting the Federal aid program under contract by next July 1 were discussed at a recent
conference with J. T. Voshell of the |
Federal Roads Bureau, Chicago, Mr. Dicus said. Predicting Indiana would have no difficulty in matching the Federal funds, Mr. Dicus said the 1939 aid funds would be available to the State even though projects are not under contract until July 1, 1940.
