Legislature Likely to Act On Legion Proposals, Officials Say.

Drastic changes in ; the state child welfare laws, as advocated by the Indiana Department of the American Legion in convention here this. week, probably will be acted upon by the 1939 Legislature, State Welfare Department officials sald today. : The Legion adopted a resolution to give full support to the recommendations of the Commission on Child Welfare Laws appointed by Governor Townsend. His action was prompted by an investigation sponsored by the Legion at the 1937 Terre Haute convention. E. W. Mills, Commission chairman, explainirig the purposes of the investigation, pointed out that many of the existing statutes affecting children were enacted 85 years ago.

_ Repeal of Laws Urged

The commission has recommended repeal of laws governing the use of indentured children and the amendment of the adoption laws to conform with modern thinking and accepted policy in child welfare. * Mr. Mills explained that ‘present “adoption laws do not provide for a period of probation between the application for placement and the final adoption.” © Also recommended was the licensing of child-caring agencies “to raise the standards of such agéncies”; amendment of “existing laws to “conform with modern thinking in the care for illegitimate children,” and amendment of laws regarding the foster care of dependent and neglected children so that they may be made wards of the county departments of public welfare. Two - other recommendations would provide safeguards to the State and to all parties concerned in the importation to or deportation from the state of dependant and neglected children, and provide a more -liberal interpretatior of the regulations regarding crippled or ‘sick childrén. Mr. Mills explained that “the purpose of the Commission was to make such changes as will enable the child-placing division to -function in handling cases of adoption with ‘responsibility, efficiency and complete ‘adherence to accepted social procedure.”

Governor Winship suggested a mural “more accurately representing this beautiful island”—by another artist. Governor Winship explained that he did not deny Mr. Kent's artistic ability but that he felt some other,

The message, painted in Eskimo, asks “shall we change chiefs?” There has been a feeling among Puerto Ricans. that the conception was unhappy both as to the colored maidens and.the message which they say implies that they want independence.

INDIANA LAW SCHOOL WILL OPEN SEPT. 6

The 44th annual school year of the Indiana Law School of Indianapolis will start Sept. 6 with regiswration for the 1938-39 school year, it was announced today by James M. Ogden, president. Classes will meet for the first time in the school’s new location at 1346 N. Delaware St. Formerly the school was located downtown. Instruction will be given by a faculty of 19 members in both the day and evening divisions. Thirtythree subjects have been listed for the first semester. :
