CHIEF PROPOSES SHIFT AT JAIL

Padded Cell Transfer May ‘Increase Guard Over Mental Prisoners.

- Police Chief Morrissey today studied plans to put mental prisoners under close = supervision by moving the isolated. padded cell at the city prison from the. first floor to a higher floor where such prisoners could be kept under constant surveillance. The Police Chief’s move came after the death last week of Mrs. Marie Carter, 49, who inflicted fatal injuries to herself while confined in the padded cell. She was placed there when City Hospital authorities could find no room for her in the hospital's crowded mental ward. According - to plans how under consideration, the cell would be moved either to the second or third floors, depending the location of plumbing and facilities.

Women are now placed in new cells on the third floor, the Chief said. The second floor block has been unoccupied for months. Removal of the cell block, Chief Morrissey said, would enable the Municipal: Judge to have easier access from his chambers to the courtyoom and provide more room for the crime prevention squad.

Jesse Wilson, 37, Negro, charged with the: murder of his wife and her 4-year-old daughter, died at City. Hospital today apparently of burns received when he allegedly threw gasoline on their bodies Aug. 1 and ignited the fluid. He was arrested the day following the alleged double slaying and had been held at the hospital on murder an arson charges. . Pclice said that - Wilson struck his wife on the head with an ay in a bedroom at 426 W. 16th St. drenched her body with gasoline and tossed a match onto the bed.

BAY CITY, Mich.,. Aug. 17 (U. P.)—Robert E. Williams, Muskegon, today was ordered returned to Peoria, Ill, to face charges of impersonating a federal Williams, arrested last week in Alpena, was accused of posing as a Federal official and collecting money fraudulently from a Peoria woman. He pleaded not guilty when arraigned by United States Commissioner Otto J. Manary and was remandéd to jail in default of $3000 bond.

its job of reviewing all local budgets in the state this fall. To do this, auditors are asked to furnish local budgets to the State Board in advance of local Tax Adjustment Board hearings. These will be gone over in advance. Then, after hearings, only budgets which call for a tax in excess of legal limits will have to be reviewed, the State rd pointed out. Those which stay within limits can be approved without further review.

Police Launch Campaign To Rid City of Prowlers

A campaign to rid the City of prowlers and annoyers of small chil-

dren was launched by police today.

One man was injured seriously in an encounter with an intruder in

his home last night.

. Several children have been molested recently, five of them in public parks. Oné man was held for investigation after officers said an 8-year-old girl identified him as the man who made advances toward her and a playmate at the Fall Creek playground.

Police broadcast a description of

a man reported to have been molesting children in Garfield Park. He was described by park attend-

ants as about 60, five feet, 10 inches |

tall and weighing 175 pounds.

Officers also said they are hunt-|-

ing a young man who is reported to have annoyed children as he drove past in his auto. Injured in the encounter with a prowler was Homer Gastineau, New Augusta. He toid officer he surprised a prowler at his home. He got his shotgun but the man grabbed it and the weapon -discharged, wounding Gastineau in the hand and arm. He was taken to Methodist Hospital where it was said he was in serious condition from loss of blood.

Man Held in Attack

James Bray, 2027 N. Illinois St., told police his 12-year-old daughter was awakened early today by a prowler in her room. When the girl screamed, the intruder fled. He was described as being young, short and stocky. Prowlers also were reported in the first block of N. Tremont St. the 2400 block of Wheeler St. and the 600 block on Blackford St. Police also held a man in con-

nection with an attack on a Negro | -

woman in Brightwood. Ormal C. George, 35, Columbus, O., told police that after leaving a dance early today, he stopped his car on W. Washington St. just esat of the railroad elevation, and got out to remove his coat. As he stepped from the car, he was seized by a man who cursed him and said: “Now I've got you.”

Belmont, Ave. clerk in the Kerman Rug Co., 140 N. Meridian St., told police she pursued and caught a man who fled from the store with a $28 rug yesterday. She said she chased the thief to Monument Circle, where she grabbed the rug from him. The man escaped. Petty thefts totaling $72 were reported to police last night. Included was theft of $25 worth of merchandise from two parked cars.
