P).— Loans and discounts of state banks in 1937 increased for the second successive year following sharp decreases prior to 1936, according to the seventh annual survey made public today by the state bank “division of the American Bankers Association. The survey also showed decreases in nearly all principal items of resources and liabilities of state banks after more than three years of con-

The 17 million increase in commercial loans ‘was the largest for the New York Banks since the week ended Feb. 2, when the 50-million-dollar U. S. Steel loan was negotiated. Excess reserves of local banks dropped five millions to a new low since June 22. That brought total surpluses 150 millions under the July 13 peak. An increase of 41 millions checked the decline in local bank demand deposits. Domestic bank deposits | ia declined 15 millions, but foreign bank deposits were four’ millions higher. .
