DOOMED MAN

Gets Certificate to Marry Engineer, Ignorant of Nearing Death.

CLEVELAND, Aug. 12 (U. P).— George Burke, 26, who is dying but oesn’t know it, will be married; Co today. His bride will be Betty Then, also 26, who has been his sweetheart for six years and the constant companion at his bedside for the last three years that he has been sinking away with an incurable streptococcus infection. Doctors at St. Luke’s Htspital announced yesterday that Burke could not possibly live more than three weeks. They sent him home to die. Miss Luchansky rode beside him in the ambulance, held his hand and told him of “our beautiful married life ahead.” Lest he become suspicious as to why he was sent home, she slipped away for an hour and bought a license so that they could be married at once. Thus she can Keep him convinced that she believes he will live because she is planning their future. Burke was once a radio engineer.. He fell ill just before he and Miss Luchansky were to have been married in May, 1935. He has been in bed ever since and she has attended him daily. She made the wedding arrangements with the Rev. T. C. Henderson, an evangelist. Mrs. John Luchansky cried when she learned her daughter’s plan. “It is the unhappiest thing that has ever happened to us,” she said. “Of course, some say that she should do what her heart tells her, but somehow I feel it’s wrong to marry a—you might say—a dead man. It’s too bad. Hes a fine Christian boy, but the other way she would still be a. Miss, and this way she will be a widow.” Mrs. Henderson said it was “the most unselfish thing I ever heard of” Miss Luchansky said her only thought was to make Mr. Burke's last days “as happy as possible.”

DEFICIT REPORTED IN SOCIAL SECURITY

It's All in Bookkeeping, Treasury Says.

WASHINGTON, Aug. 12 (U. PJ). —The Treasury announced today that in three years the Federal Government had received $887,946,271 in Social Security taxes-and had expended $1,232,558,598 in carrying out the act’s provisions. The difference between expenditures and the taxes paid by employers and employees—$344,612,321 —is a “bookkeeping deficit,” it said, pointing out that $690,000,000 had been credited to the old-age reserve account. Through July 31 the Government paid out more than $500,000,000 in direct aid to the aged, the unemployed, the blind, mothers, handicapped children and for public’ health services. These statistics were announced as the Government prepared to begin the fourth year of the Social Security Act Sunday. Actually the transfers to the oldage reserve account do not involve cash. The Treasury merely places in the account special securities— notes bearing 3 per cent interest. This proceedure is followed because the Surpreme Court, in the AAA case, held that the . Government could not levy taxes for a specific purpose other than for revenue. Hence, Congress appropriates the amounts the Treasury must transfer to the old-age reserve account in the form of securities, while the Social Security taxes are covered in the Treasury’s general fund as ordinary revenue receipts.

FILE FLOOD DAMAGE SUITS AGAINST CITY

The: first two of a series of dam-— age suits against the City for property losses from floods in the “Happy Hollow” district in the southwest section of the city near Eagle Creek, were filed in Superior Court 2 today. The suits, brought by Eva C. and James N. Wylie, and by John and Fannie Mascoe, charged that a “carelessly designed sewer in Pershing Ave.” caused storm waters to flood “Happy Hollow” and that a levee constructed by the City along Thornberry St. prevented drainage of the district. The suits ask a total of $4451. Two other suits, prepared for other residents of the district, asking $2064 damages, are to be filed today or tomorrow. City Engineer Henry B. Steeg declined to comment until he has inspected the sewer.
