Commissioners Hope to Find Some Way Around Law Prohibiting Fund.

County Commissioners would like to find someone adept at pulling

_ rabbits out of hate.

The particular “rabbit,” it was disclosed today, is a means of getting around & 1932 statute forbidding tax levies for road purposes, and requiring that road improvements be limited to gasoline tax receipts. Commissioners submitted to the County Auditor this week the regular budget request for the “free gravel road department,” asking $199,313, which is slightly more than the likely gas tax receipts next year. In addition, they submitted a $121,499 WPA road program, financing of which would require a tax levy of about 2 cents.

1932 Law Prohibits It

A law passed at the 1932 special session of the Legislature prohibits all levies for road purposes. Commissioner Dow Vorhies said today that the Commissioners were aware of the law, but said the program was submitted in the hope that some way could be found of “getting around” the legal barrier. “The President has said that if local governmental units don’t get busy and appropriate money for WPA projects, they'll have all the WPA workers back on their hands as relief clients,” Mr. Vorhies said. “That would cost the County several million dollars a year,” he added. + Cites Townsend’s Letter

“Besides, the Governor wrote us a letter last month urging us to include money for WPA projects in our budgets and saying that the State Tax Board would give favorable consideration to such items.”

Mr. Vorhiés pointed out that another law, passed five days before the “no road levy” statute, pro-

hibited road levies except where |¢ County Council members voted for | %

the levy unanimously, in cases of

“extraordinary emergency or indis- ;

pensible necessity.” : The State Tax Board, he said, in

Philip Zoercher, State Tax Board | % chairman, declined ‘to discuss the |d

situation.
