ASK $11,000 FOR SAFETY ISLANDS

Board Fears Another Slash In Bid Likely; 8 New Zones Being Built.

The Safety Board has included $11,000 for construction of permanent safety islands and traffic signals in its 1939 budget request submitted to Mayor Boetcher and City Controller H. Nathan Swaim, it was learned today. This year’s fund was only $6000 although $11,000 was requested. Board members expressed fear the request for next year would be slashed again as was the 1938 appropriation. When the Board recently ordered 10 safety islands installed immediately to safeguard the lives of downtown streetcar passengers, only $600 remained in the fund. John MecNelis, Gamewell division head charged with the work, warned that two of the islands ordered cannot be installed if he is forced to

We have a hard enough time getting money in our fund.” Islands at Fountain Square and at Delaware and Market Sts. will have to be delayed if the Gamewell Division installs the lights, Mr. McNelis said. The other eight will be built, he added.

Bishop Holt Also Speaks at Virginia Institute of Public Affairs.

CHARLOTTESVILLE, Va. July 14 (U. P.).—George E. Bigge, member of the Social Security Board, said here neither board members nor members of state agencies administering the Social Security program are satisfied with the present structure. Speaking yesterday before the University of Virginia Institute of Public Affairs as it opened for the second and final week, he described in detail how the Federal Government functions in a Federal-state system of unemployment compensation, and concluded by stating “We are fully aware of its (the program'’s) shortcomings.” “It is too complex, too cumbersome, and likely to prove too expensive,” he said. “Since the state laws are the ones which embody the substantive previsions, the necessary changes must be made there.

“We feel confident that by the coming of the next legislative sessions in the states, we shall be able to recommend changes which will retain the main features of our present plans and be much simpler and more economical for the worker, the employer, and the state agencies.”

Students Lead Forum

Students from nine eastern and southern universities took charge of

round table discussions on the general subject: “The Future of Amer=ican Democracy.” The Rev. Ivan Holt, Bishop of the Methodist Episcopal Church South, and past president of the Federal Council of Churches of Christ in America, foresaw eventual union of Protestant churches of America. “We see in the not too distant future a united Protestant church in America,” the St. Louis bishop said. “In the distant future we see one church of Christ throughout the world. In the still more distant future we can see the co-operation of the world's great religions in the creation of a better life, and that vision comes to men who have | caught the ‘spirit of Oxford and Edingburgh.”

Sees New Spirit

Bishop Holt said conferences at Oxford and Edinburgh brought a new spirit to American churches. “It is shown in an earnest effort for unity, a new respect for the church and a new courage in facing problems of today,” he said.

“Ten years ago, the Congregation= alists, the Methodists, and the Presbyterians formed the United Church of Canada. Within recent years, the Lutheran churches of the United States have joined forces, the Congregational and Christian churches have united, and the Reformed Church has joined forces with the Evangelical synod. “The Methodist Episcopal Church, the Methodist Episcopal Church South, and the Methodist Protestant Church have voted to unite. This union will bring together the largest bodies of Christians who have United in the history of the American church.”

NAMED AS DESIGNER VALPARAISO, July 14 (U., P.).— Walter Scholer, Lafayette architect, has heen named designer of Porter County's new $225,000 hospital to be erected in the east part of the city, it was revealed today. It will be named Porter Memorial Hospital in honor of Commodore David Porter, hero in the War of 1812, after whom the county was named.
