CONGRESS BETS REPORT OF FTC ON MONOPOLIES
Farm Machinery Firms Are Charged With PriceFixing.
WASHINGTON, June § (U. P.).— The Federal Trade Commission today submitted to Congress a report charging makers of farm machinery with use of monopolistic practices and propaganda to maintain high prices even during depressions. The report, result of an FTC investigation ordered in 1936, was submitted to Congress coincidentally with a decision by the House Appropriations Subcommittee to include in the second deficiency’ bill $500,000 to finance a joint legisla-tive-executive general monopoly investigation requested by President Roosevelt. The FTC report said that {it found the manufacture of farm machinery was concentrated in the hands of eight companies which utilized alleged monopolistic practices to keep prices up even when the market value of farm products was far below normal. Propaganda methods “strikingly similar to those used by the public utility industry,” have been employed by the farm machinery manufacturers to justify prices and emphasize quality, the Tepons declared. The bulk of farm machinery business has been concentrated in the hands of these eight ccmpanies, the FTC reported: International Harvester Co., Chicago; Deere & Co, Moline, Ill.; J. I. Case Co., Racine, Wis.; Allis-Chalmers Mfg. Co., Milwaukee; Oliver Farm Equipment Co., Chicago; Minneapolis-Moline Power Implement Co. Minneapolis; Massey-Harris Co., Inc., Racine, Wis, and B. F. Avery & Sons Co, Louisville, Ky. Last year was “the most prosperous year for farm machinery manufacturers since the World War,” the FTC reported. The farm equipment institute, formed by the industry, was accused of “prapaganda” work for the companies. The FTC cited a 1933 report of the institute on the changes in quality values of farm machinery, saying the “true origin, authorship and purpose” was ‘‘concealed in order to give it a standing cof independent authorship and value which it did not deserve.”
Names Authors
The report was drafted by representatives of three large agricultural olleges and three large machinery manufacturers, following Government reports in 1932 that farm machinery prices were being “maintained at relatively high levels during the depths of the depression,” the FTC said. Only tire three professors signed the institute report which emphasized the improved quality of implements. International Harvester and Deere & Co. in effect set most prices, the FTC said. “Announcement of prices by other manufacturers is delayed until the prices of these leaders are published. This practice, in turn, is facilitated and made possible by extensive exchanges of prices among individual manufacturers,” the report stated.
BLUFFTON MAN WINS IRIS PRIZE IN ITALY
BLUFFTON, June 8 (U. P).— Paul Cook of Bluffton, one of America’s leading Iris growers, has been awarded the Colle * Oppio gold medal from Rome, Italy, for his new iris origination, “E. B. Williamson,” a coppery red flower. The medal is awarded for the outstanding new iris foreign to Italy. Mr. Cook sent his plant to Rome two years ago. It was grown with other iris from throughout the world in the Colle Oppio park above the ruins of the Golden House of Nero opposite the Colloseum. A jury was appointed to study the iris through two blooming seasons. The jury by unanimous vote awarded the medal to the Bluffton man.
ACKERMAN WARNS OF WAR INVOLVEMENT
LINCOLN, Neb., June 6 (U. P.) — Dean Carl W. Ackerman of the Coluinbia University School of Journalism predicted today that an “American peace axis” extending from Canada to the Argentine will survive propaganda attacks from the totalitarian states. He told a University of Nebraska commencement audience that the United States would become involved in the next war. however, “if our Government officially participates in the. international propaganda business.”

C. A. Mcrheeters, pastor of the North Methodist Church, on June 12. Dr. McVey has served as president of the University of Kentucky for more than 20 years. He is prominent in education circles and has served as a professor of economics at the University of Minnesota, president of the University of North Dakota and chairman of the Minnesota tax commission.
NEW PLANS FOR SEWER DRAWN
Steeg May Ask PWA Aid For S. East St. Widening.
City Engineer Henry B. Steeg told the Works Board today that new specifications for the 38th St. sewer will be ready in about a week. The sewer runs under 38th St. from Central Ave. to Fall Creek. Awarding of contracts for the project was delayed Saturday by Mr. Steeg’s announcement that he had
found a new method of doing the job which he said would save the city nearly $70,000. He proposed to tunnel under the street instead of cutting into its pavement. He is preparing new specifications now for the Board to consider, he said. Robert K. Eby, Board vice president, said he would ask for more information on the new method and its cost before deciding on its merit.
May Ask PWA Grant
If the City Council tonight authorizes him to do so, Mr. Steeg will go to Chicago tomorrow or Wednesday to apply for PWA funds to help finance the widening and improvement of S. East St., he said.
The Works Board also received today a preliminary proposal from W. Harrison Marsh, Indianapolis restaurant owner, to build a $12,000 restaurant and hotel at Municipal Airport. No action was taken. City Councilman Silas J. Carr suggested to the Board that repair of S. Emerson Ave., between English Ave. and the Brookville Road would encourage establishment of industrial plants on the Southeast Side. He urged that Emerson Ave. be widened and repaired from English Ave. to Beech Grove.
