LUDLOW AGAIN S ON “WARPATH SEEKING PEACE

Acts to Bring Resolution for Arms and Naval Limits Up for Action.

Times Special WASHINGTON, May 20-—Rep. Louis Ludlow is getting ready to “g0 on the warpath” for again, he revealed today. He has introduced a resolution paving the way for a discharge pe-

tition which would bring his naval | holiday and arms limitation propos- |

al out of the Foreign Affairs committee for action on Floor.

It took the full force of Admin- | istration leadership to halt House action on the Ludlow war referen- |

dum amendment under similar procedure. The latest Ludlow peace plan would have Congress go on record as favoring a proposal for a naval holiday until Jan. 1, 1940 and calling a “peace conference,” to include all worid powers to be held here on or about Oct. 1, 1938.

Resolution Buried

Mr. Ludlow introduced a concurrent resolution to carry out this plan on March 30, but it has been buried without action by the Foreign Affairs Committee of which
