HENDAYE, May 12 (U. P).— Rebel planes bombed the workers district of Valencia in a night raid which heralded the beginning today of a new major offensive by Gen. Francisco Franco to cut Madrid's lifeline to the Mediterranean. The Loyalist press agency report- | ed that Rebel bombers came over | Valencia at 11:30 p. m. last night in a surprise attack. They returned at | midnight, dropping tons of bombs | which caused great damage in the | districts of Grao and Cabanal. |

The agency said homes were destroyved and it was feared that casu- | alties would be high. Women, children and men beyond the military age were caught by surprise and unable to reach bombproof | shelters. With more favorable weather, the Rebel aviation and artillery gave a new impetus to the Rebel infantry drive which trapped between 8000 and 12,000 Loyalists in a huge mountainous pocket on the | Central Aragon front, the Rebels said. 1} The Rebels under Gen. Garcia | Valino claimed to have captured La Iglesuela Del Cid, cutting the main road between Teruel and Albocacer, the Loyalists’ last line of communications to the south. Gen. Valino's Navarese forces were separated only 30 miles from the Rebel columns of Gen. Miguel Aranda, fighting their way down the coast.

More Than Million Dollars on County Roads.

Times Specinl WASHINGTON, May 12.—More than $3,500,000 for Indiana WPA projects has been approved by President Roosevelt within the last 24 hours, Senator VanNuys announced today.

County roads and city streets account for $3,310,590 of the total sum, $1,005,959 being for Marion County roads, he said. The total also includes the $136.926 approved for the Indianapolis airport. Other Marion County approvals were $7,935 for rehabilitation of the Indianapolis Municipal Market; $40,650 for indexing the school reference library, and $13,920 for a survey of Federal records by Indiana University. Outside Marion County the roads and streets approvals included: St. Joseph County, $1,273,306; Spencer County, $77,160; Muncie, $761,408; Greensburg, $55,446, and Decatur County, $117,211, School repairs at Mishawaka were approved for $19,000. and an Elletsville town hall for $16,677.

WASHINGTON, May 12 (U. P.).— The United States stands squarely upon its policy of refusal to recognize territory gained by force in violation of existing treaties, Secretary of State Hull said today. The restatement of American policy in this connection was presented by Secretary Hull to press conference questions as to whether any change of national policy was contemplated in view of the debate in the League of Nations today over recognition of Italy's conquest of Ethiopia. . Calling for an annual expenditure of five million dollars, the bill would create a new Governmental division devoted to inter-American relations. The bill provides for early construction of a $350,000 radio station designed specially to broadcast regular programs to Latin America.
