When he sees them drop so that his income is put in jeop-| ardy, he very properly is deeply | concerned. And when he sees them | drop without a corresponding de-! cline in the prices of manufactured | goods, he properly asks the reason! why. ! “Tariff rigidities in the case of! farmers have only served to make them dependent upon an artificial price level created during the period when surpluses were no problem. which price level could not be maintained when surpluses were excessive. . . . What is needed in both agriculture and industry is more and more products at less and less! COSt. . . “That . . . will come about when a way is devised to keep the farmers’ surpluses from tving his prices to world levels. This might he accomplished in part. at least, by revising our tariff schedules heavily downward, provided industry and labor and agriculture would permit it”
