NEW YORK, April 30 (U. P.)— Lack of foreign markets, shipping facilities and technical skill today jeopardizes President Lazaro Cardenas’ socialistic effort to nationalize the Mexican oil industry. Foreign wells and equipment, largely British and American, were seized March 18 in culmination of
a labor dispute in which the comios insisted they could not meet all .the workers’ demands. Title to the oil properties (has passed to the Mexican Government. The United States has recognized Mexico's right to seize the industry but insists upon compensation, although any likely figure will be far below the sun sought by the American . owners. Great Britain brusquely challenged the seizures and demanded restoration of British property to its former ow2ers.
Tankers Are Important
Foreign opinion generally is that Mexico will not be able to operate either profitably or efficiently in the field of state oil production. Vital to the éxperiment is tanker tonnage in which to export Mexican oil. Oil men here insist that with the exception of a few Danish and Norwegian tankers, Mexico will not be able to obtain<ottoms sufficient to conduct worthwhile export of its state-produced oil. Washington opinion varies. Some officials believe Mexico will be able to obtain adequate tanker service. Others doubt that. To maintain export oil business at normal volume at least one tanker should clear Tampico daily for foreign ports. When Gen. Cardenas seized oil properties he not only alienated interests probably sufficiently powerful to keep tankers out of the Mexican service, but he cut the oil wells off from their established markets. Not only the ordinary profits of business operation but large export tax revenue is at stake for Gen. Cardenas in his oil expropriation experiment. Some of the most sympathetic American observers of panAmerican affairs, while insisting that President Cardenas is sincere in his effort to improve the living conditions of Mexican workers will confess their fears that he is so wholly ignorant of financial matters that he may not vet even comprehend the problems into which expropriation has led him. “If he doesn’t understand those financial problems,” one authority asked, “How can he be expected to solve them?” ;
Economic Condition Precarious » .A somewhat more ' unfriendly
' viewpoint is that Mexico is making
herself the beneficiary of the Roosevelt “good neighbor” policy to panAmerican republics, but does not reciprocate with complete good neighborliness from her side of the border. The facts appear to be that despite comparative boom times accompanied by rising living costs, the Mexican economy may encounter rough going. Droughts blasted Mexico last year. Food staples must be imported to relieve shortage and prevent further price rises. President Cardenas is practically committed to increasing the importation of corn for sale below cost to Mexicans if that seems to him to be necessary. Under those conditions, Mexico is not well buttressed against the shock of economic adjustment inherent in so great an experiment as nationalization of oil. A pessimistic summation of Mexican economy would be substantially as follows: 1. The Bank of Mexico's gold coverage in 18 months ended iast month had declined from 60 to 40 per cent and during that interval Gen. Cardenas suspended the law which made 50 per cent the minimum legal cover. 2. Foreign exchange must be obtained or gold must be imported to purchase food stuffs owing to the agricultural crisis. 3. The cil business will diminish, perhaps disappear, as the Government finds itself unable to operate the industry. : Those factors would lead Mexico to economic chaos, a declining standard of living. But the Government has taken certain steps to avoid those conditions: 1. Suspension of sale of gold or foreign exchange to protect the Bank of Mexico's gold reserve. 2. Free exchange of silver pesos for paper money to all persons losing confidence in the latter. 3. Reduction of oil operations to a level just sufficient to meet international demands for gasoline, lubricants and fuel.
