SPRING TAXES DUE BY MONDAY

Penalty and Cost Fee to Be Added to Unpaid Levies.

With only two days remaining in which to pay the spring tax installment without incurring a penalty, workers in the County Treasurer's office are expecting a jammed office and hallway tomorrow and Monday. The office will be open until 4 p. m. tomorrow, Frank E. McKinney, County Treasurer, said, and on Monday until 5:30 p. m. He urged that taxpayers take advantage of the schedule for tomororw afternoon, saying that “only about 35 were served last Saturday afternoon.” He promised to keep the entire force on duty if needed tomorrow. After Monday, an 8 per cent penalty and a 50-cent cost fee is to be added to the delinquent tax bill, he said. A person who fails to pay his taxes will receive, in effect, two bills when he calls for his statement next fall. The tax duplicates are to be taken from the checking file after Monday, he said, and placed on a delinquent list. When the taxpayer asks for his duplicate in the. fall, a new bill will be made out, showing the delinquency, amount of penalty and cost fee, as well as the November installment.

cording to Willard E. Givens, Wash= ington, National Education Council executive secretary. “The best work of such a council would be along the lines of longrange educational policy planning,” he said. “By means of it, Indiana education could co-ordinate its long- . time program to thc betterment of the State.” The council was proposed at a meeting of 11 foremost Indiana educators last week. It would include representatives from 30 acaaemic organizations and from 18 colleges and universities.

Spoke on Youth Problem

Mr. Givens, who also is an American Youth Commission member, spoke before Indianapolis teachers on “The American Youth Problem” at a meeting at Caleb’ Mills Hall, Shortridge, yesterday. Describing surveys the Commission has made on youth unemployment,

| he reached these conclusions:

1. There are about 5,000,000 youths in the United States between 16 and 24 unemployed today. 2. America's population is become ing increasingly adult, due to a decline in the birth rate, tightened immigration restrictions, and an ine crease in the span of life. x 4. Youths from the lower . ecocities, where more than 60 per cent now live. 4. Youths from teh lower ecoenomic levels present the gravest problems. Dissatisfied With Work

“5. Many are dissatisfied with their present work because they canhot get the jobs for which they are trained and must accept manual labor. 6. Too many youths plan to enter. the professions. Thus, Mr. Givens declared, 32 per cent of Indianapolis’ high school graduates last year declared their’ intentions .of going into one of the professions, while only 6 per cent of the income : earners in the United Sttaes are in the professions. ; 7. About 65 per cent of youths of high school ages who have dropped out of school now are unemployed. 8. But 65 per cent of the youth of high school age is enrolled in high schools.
