“Another thing that I want to see is a Police Department which is second to none. And I want the finest possible Fire Department. “I am definitely committed to the policy of a nonpartisan Board of Health. Children don't have Democrat or Republican whooping-cough and measles. Illness and disease have little respect for political faiths. “I want to be Mayor for all the people of Indianapolis. From the South Side, East Side, West Side and North Side I want them to come info my office at any time and tell me what they have in the way of problems that can be solved by mutual consideration.” Mr. Royse declared the only “vehicle available to those who believe in the principles. of constitutional American Government is the Republican Party.” : “I am convinced,” he said, “that the people who five years ago turned to the great promisor and the New Deal to lead them out of a worldwide depression have found so many jokers fp the New: Deal they will demand a new deck in'the election this fall. ; “We must start here in Indiana for it was here that Paul V. McNutt inaugurated the dictatorial Indiana New Deal and his Governor Townsend is following in the same footsteps. The issue is greater than any partisan conflict. It is the

Pledges Fight on Crime

Mr. Haerle said: ~» «Governor Townsend has insinuated that crime waves and gambling conditions are largely a matter of newspaper imagination, when, as a matter of fact, they are so definitely and clearly a part of the Marion County Democratic political regime that it is apparent even to the casual observer. “If nominated and elected Prosecutor, I intend to stop this ‘winking at the law’ attitude toward crime. It will be a firm policy of my administration, if nominated and elected, to co-operate with the newspapers of Indianapolis to stamp out crime in Marion County and, with the aid and support of the Indianapolis newspapers, to enroll the public in a successful fight against entrenched crime in Marion County.” Mr. Jacobs pledged that, if elected Prosecutor, he would be “guided by the letter and spirit of the law which says that a man is entitled to the presumption of innocence until he has been proven guilty.”

Promises Speedy Justice

Commenting’ that many people are charged with crime and subsequently found to be innocent, he promised that if elected he would move promptly to determine the sufficiency of evidence against any person held to answer any criminal charge. “If the evidence warrants prosecution, prompt prosecution will follow,” he said. “If the evidence does not warrant prosecution, prompt discharge will follow.

“I will cause special investigations to be made in the cases of young men charged with crime, and if conditions are such as to indicate that these young men will appear for trial, I will not hestitate to recommend to the court that such young men be released upon their own recognizance or upon bail bond sufficiently low to be met, and I will cooperate with relatives and friends to the end that they may be spared the disgrace of prison confinement until such time as their guilt is cohclusively proven.

“When the accused are convicted, I will co-operate with the court, welfare agencies and the probation department in an effort to work out a program wherein first offenders may be supervised and their lives and careers salvaged.” In discussing the Illinois primary results, Sheriff Ray said: “The issue in the Chicago campaign was honest elections, and the people won. Self-Torture Rituals

TAOS, N. M., April 14 (U. P.).—The Penitent Brothers, a secret religious sect which for more than three centuries has taught the infliction of self torture, assembled at chapter meeting houses ‘today for the annual Good Friday ceremonies. The meetings will be called to order around dusk tonight. Then. will begin rigorous self punishment. With short whips made from yucca plants and studded with bits of glass and stone, the members will beat themselves until their bared backs are bloody. After a few hours in the chapter house, each group will begin its march to the point where one of the members, representing

This is seen by the large number of people who have affiliated with Machine Busters, Inc., the organization which has the sole purpose of ‘busting the political machine before it busts you.’ ” Mr. Teckemeyer, addressing a group of business men backing his campaign, urged his supporters to be explicit and definite in outlining his plan for cutting taxes and creating an efficient government.

Explains Tax Plan

“Our plan to relieve the immense burden of taxation, with which

everyone, high and low is saddled,

is a simple, easily understood one. It will benefit every resident of Indianapolis because all must contribute their share to the tax load whether directly or indirectly. . . .

“Our campaign conducted along this line will prove once and for ail whether or not the citizens of Indianapolis who so earnestly express the desire for economy in government are willing to put aside their personal affairs for a- moment and do something to obtain it.

“The waving of flags, passing out of candidates’ cards, wearing of candidates’ ribbons and other such common but useless practices all go into the making of an election. But

they do not go into the business of seeing that in that. election right and honesty and integrity prevail.”

Compromise Wage Scale Ends Circus Hands’ Strike

NEW YORK, April 14 (U. P).—The first circus strike ended today.

Roustabouts. grooms and hawkers of Ringling Brothers, Barnum and

Bailey returned to work with a new Ww wage agreement obtained after a

nine-hour conference.

They were on strike two days. For. three performances, clowns, trapeze artists, freaks and managers groomed animals, hawked the pd and shifted the nets and pedestals. John Ringling North, executive head of the show, said there were 200 strikers; Ralph Whitehead, ex-, ecutive secretary of the union, said the number was 300 to 500.

The strikers belong to the American Federation of Actors, affiliated with the A. F. of L. They demanded regular “under canvas” salaries of $60 monthly and maintenance while working the early season indoor shows in Madison Square Garden here and in Boston. They had been getting the $7 weekly winter quarter wage. By the agreement, they will get $45 in New York and Boston,

Criticizes Traffic Laws

Mr. Henry charged that Indianapolis’ traffic laws are a “jumbled mass of unintelligible | ordinances that no one really understan and that “our city government is far too costly and wasteful.” He said the city needs the assistance of qualified traffic experts, adding that if he should be elected, advice of such experts would be sought and heeded. He charged that high tax rates are attributable to waste ahd inefficiency in the city government urged Republican workers to get out a large vote in the primary “to serve notice to the political wasters in power that the patience of the public is at last exhausted, and that the Democratic despoilers are on the way out.” Mr. Henry asked that the party unite itself in the primary and not leave any “political sores” which cannot be hecled. Mr. Ebaugh said: “Through the selection at the primary of candidates whose experience has fitted them for the office, the Republican Party will carry the fall election. We are not able to match dollars with the opposing party, but the quality of Republican candidates can be ‘such that there will be no doubt- of the election’s outcome.” Mr. Ebaugh also spoke at a Warren Township meeting in Cumberland Community Hall. Mr. Richardson ‘said: “Judging from ‘the ‘complaints made by ofganizations interested in safety, morality and welfare, as well as the. numerous burglaries and crimes of violence reported, it must be that either crime is on the advance or enforcement of the law is on ‘the decline.” “In . either event, the greatest need of the hour is to successfully cope with crime.
