Townsend Ready to Support Changes in Act if Any Are Needed.

Z'imes Special ANDERSON, April 14—Unemployment: compensation is & permanent insurance system designed to protect people from destitution, ‘and is not an emergency relief measure, according to Governor Townsend. Speaking- at a Jefferson Club

meeting here last night, the Governor promised to support amendments to the Unemployment Compensation Act “if future experience shows any are needed to help the people.” : Fund Called Adequate

Explaining the need for certain qualifications in the law, he said: “If there were no requirements which beneficiaries would have to meet, the insurance fund would soon be exhausted and future periods of unemployment would be without - stabilizing force. «However, the Indiana system is based on such sound principles that the unemployment compensation fund will be sufficient regardless of future ‘business and employment conditions. “One of the qualifications. is that workers must have earned $10 after March 31. Some workers, unfortunately, have not been able to qualify under that provision. “But the State has been making every effort to encourage employers to co-operate with their workers and provide them with the necessary employment to qualify for _ benefits, if at all reasonably possible.” Stinmuilus to Business

He said that in several cases employers had placed discharged employees back on the payroll for short periods in order to qualify them. Payments to unemployed are to begin within the next few weeks. This money, he said, will go back into the channels of industry and stimulate re-employment. “The State also does more than hand over a check to a qualified beneficiary,” he said. “It tries to get him a job through the free services of the Indiana State Employment Office.”

PROJECTS GIVEN FINAL APPROVAL

Funds Totaling $96,281 Allotted County by WPA, ~ Jennings Says.

Final approval of 24 Indiana WPA projects costing $488,115 was announced today by Indiana WPA Administrator John K. Jennings. The largest project allotment. approved was for $101,666 with which to make street and alley improvements in Frankfort. Four Marion County projects totalling $96,281 were included in the list. They are: Providing assistance in house work and care of children in homes of needy in Indianapolis in which the homemaker is incapacitated, $76,536; cleaning, indexing and filing of records for the Indiana State Treasury and Insurance Departments from i835 to 1934, $13,200; transcribing and preparing card file of Indiana veteran records for the

Wars for the Adjutant General's office, $3360; improving Beech Grove school building, $3185. A total of $24,963 was approved to repair Bloomington streets and $2413 to improve school buildings in that city. Approval also was given to the expenditure of $27,850 for improvements to McCormick's Creek State Park near Spencer. Improvements are to be made to the municipal airport at Ft. Wayne at a cost of $33,450. :

PERSHING TO ATTEND SON’S WEDDING IN N.Y.

TUCSON, Ariz, April 14 (U. PJ). —Gen. John J. Pershing, able to be active five hours daily, will leave Sunday. for his son’s wedding in

New York City April 22, unless he suffers a setback. Dr. Roland Davison, the T7-year-old General's physician, said that he had made “very great improvement” in the last two weeks. Plans were made today for a special railroad car to carry Gen. Pershing, Dr. and Mrs. Davison, Capt. and Mrs. George Adamson, Master Sergeant Crawford C. - Shaeffer gnd his wife, and a nurse.
