Barcelona Power Is Cut: U. S. Revokes Austrian Trade Privileges.

the gains of the 1936 election, when the Popular Front was victorious. Leon Jouhoux, head of the powerful General Labor Federation which boasts five million members, has threatened to use “means” of his own if the Popular Front Government is overthrown by the “financial and nationalist oligarchy.” Precisely what he meant by that remains to be seen. Already more than 50,000 workers, mostly in the metal industries engaged on war planes, automobiles and other Government contracts, are on strike and other walkouts or sitdowns are threatening. Critics of M. Blum warn that unless employees and employers can get together and let business and industry get back on .their feet, both labor and capital will suffer and the nation will face disaster. They insist only a coalition Government, ‘headed by the strongest men the country can find, can possibly bring this about. :

Toyalists Execute Deserters; Power Cut

HENDAYE, April 8 (U. P).— Execution squads are working in Barcelona with renewed activity, the Government admitted today, as the Rebel forces in the north cut off electric power to Catalonia. The Cabinet has approved an increasing number of death sentences daily. Desertion was the charge in most cases. Official figures on the number of those who faced firing squads could not be learned. In a wide flanking movement | arqund the Loyalist defenders of Tortosa, the Rebels reached the outskirts of Chert, 18 miles from the seaport of Vinaroz. Galician Army corps were pouring down the hills on both sides of the road from Morella toward the sea. At Chert the main road continues inland toward Valencia by way of San Mateo. Another road leads direct to Vinaroz, through which all Loyalist traffic is passing up and down the coast from Barcelona to Valencia. In the far north the Rebels completed occupation of Copca de Tremp, including the various dams and villages at the foot of Sierra de Boumort, and the heart of the great hydroelectric power system which normally supplied 80 per cent of Catalonia’s power. - Barcelona reports said that the cutting off of the power lines from the Tremp district had not seriously affected the city because the Loyalist Government in advance had provided emergency sources of electricity. A dispatch from Barcelona indicated that the Government there had inaugurated a new policy hy which it intended to mobilize the entire strength of Catalonia for a finish fight. It was indicated that the Government had decided: (1) to force every man able to bear arms to go into the Army, as a combatant or an auxiliary; (2) to suppress mercilessly any outbreaks by dissatisfied extremist elements, and (3) to weed out ‘the known Rightists.

Chinese Report

Japanese Retreat SHANGHAI, April 8 (U. P).— The fourth phase of Japan's campaign in China appeared to have been stopped short today as the war entered its 10th month. Reports from the front in Shan- | tung Province indicated that one

of the largest Chinese armies ever

ssembled had definitely halted the | §

driving © against the | Chinese “maginot line” hoping to | reach Hankow, the provisional ‘capital in Hupeh Province. The first phase of the war was | the early fighting about

the second the North China cam-

paign, and the, third the battles | for Shanghai and Nanking. Some Chinese hailed recent successes in Shantung Province as the turning . point of : the war. For weeks the Japanese drive on Hane kow has been halted at Taierhchwang, a town on a branch line of the Tientsin-Pukow railroad in Shantung Province. Latest Chinese reports asserted that a third counter-offensive had resulted in complete Chinese ‘occupation, but the Japanese claimed that the defenders held only the southwest, corner of the town. There were other indications that the Chinese hada turned from defensive to offensive tactics. Military reports from Hankow said that strong Chinese forces were encircling Tsinan, the capital of Shantung Province, and that the lines forming this trap, were within 20 miles of the city at most points. A rejuvenated Chinese air force with modern planes and equipment, played a big role in the Chinese counter-offensive. Hankow authorities said that 63 air raids had been carried out this week. A greater part of the Chinese successes was attributed to Gen. Li Tsung-jen, one of China's ablest militarists, who has direct charge of defending the Lunghai railroad, which runs east and west through the center of the country. Chinese reports said that Gen. Li visited all fighting sectors in Southern Shantung earlier this week prior to ths latest Chinese counter-offensive. The Chinese reported that the Japanese were in general retreat from the Taierhchwang area after their lines “collapsed under tha Chinese drive in which the Japanesa were overwhelmingly outnumbered.” The latest Japanese communique said: “The Taierhchwang situation is unchanged. No other news from the Shantung front.”

Hungary Prepares

To Restrict Jews

BUDAPEST, Hungary, April 8 (U. P). — A hill empowering the Government to restrict Jewish influence in Hungary's economic and scientific life to 20 per cent was prepared for submission to Parliament today. All non-Arvans would be regarded as Jews if they adhere to the Jewish religion or if they renounced it after, Aug. 1, 1919.

‘WORKERS PLAN WPA

FUND OF THEIR OWN

TOLEDO. “April 8 8 UU. P)— Arthur G. Howard and C. L. Fling have a big idea they want approved by the workers of the nation. Both were laid off by a Toledo manufactory. They conceived the idea of contributing a quarter or a half dollar to a fund with which labor would finance its own WPA. “We want to find out what the working men and the employers of Toledo think of our idea,” they explained. “We would like to see it tried out in Lucas County. If we succeed, the rest of the country could take it up.” They. said the plan actually germinated from an incident which happened to Howard several years ago. Misfortune overtook him while he was a farmer in western New York. His neighbors planted his crop of oats.

WOMEN DECLARED

PHILADELPHIA, April 8 (U. P.). —Women are more careful automobile drivers than men, according to supervising director John J. O’Donnell of Governor George H. Earle's antispeeding campaign in eastern Pennsylvania. O'Donnell has pointed out that among the first 50 cases heard for speeding violations, only four involved .women.
