Trades Officials to Confer Tomorrow on Plan to Protect Labor.

Times Special WASHINGTON, April 8.—Pleased ' by the prospect of President Roosevelt asking Congress for a new $1,500,000,000 PWA program, Indiana building trades union officials remained here today to urge WPA officials to abandon the building field in the meantime. Scheduled to confer with Aubrey Williams, who has been acting WPA director, yesterday the delegation found postponement was necessary until noon tomorrow. . John K. Jennings, State WPA Director, here for the conference, explained that Mr. Williams was busy conferring with Harry Hopkins and President Roosevelt regarding the new recession spending plans and had to cancel the Indiana meeting. Mr. Jennings said he may be unable to remain for the meeting toMOrIrow. “While we are all for the purported PWA program and feel the Indiana congressional delegation should support it 100 per cent, we . still want to reach an agreement with WPA in the building field,” Carl Mullen, president of the Indiana State Federation of Labor, de‘clared. Job Protection Sought

WILD FOWL FLOCKING TO BONNEVILLE DAM

"HOOD RIVER, Ore. April 8 (U. P.).—An important by-product| of the huge Bonneville dam has been found to be new “playgrounds” for ducks, geese, and other migratory waterfowl. ‘When the water in the Columbia River back of the dam was raised to the 68-foot level, a flock of white swans and thousands of mallard ducks discovered the possibilities of good feeding in the newly-created shallows. . The invasion of birds has given impetus to a movement among sportsmen of the state to have the area created a refuge for ducks and geese. A definite moye toward protection of the wild life will be initiated through the county game protective association. But while encouraging the visits of birds, the rising waters of the new lake have proved a problem to beaver colonies. Several groups have already left the area and were last seen Svimming up the Hood River.

FT. LEWIS AIR BASE TO COST 12 MILLION.

TACOMA, Wash, April 8 (U.P). ~—A powerful unit in the relabilita- ° tion of Pacific Coast defenses will be the $12,000,000 U. S. Army air base at Ft. Lewis, one of the largest military reservations in the nation, Army officers say. The Ft. Lewis base will be the largest of three- provided on the West Coast by the Wilcox bill. Lieut. Col. Frank W. Wright, who will be commander of the new base, already has established temporary quarters in Tacoma. Construction ‘of the base is expected to start this spring.

P.).— William Hill, a stocky longshoreman, who has been in and out of the city jail 65 times during the past 15 years, is Astoria’s- “business barometer.” ‘The charge against Hill is usually“intoxication, and when times are “booming” he pays $20 fines; when they are just fair he pays $10 fines, but when a depression strikes Hill serves the entire sentence. Since he was bailed out the last time, police believe the recession is on the wane, .
