The reported reaction »gainst “Happy” is attributable to veiled but obvious criticism of Mr. Roose=- * velt in January speeches in which _ the Governor spoke harshly of the increased public debt and 'joasted that he had handled utility men better, and got more from them, than had Mr. Roosevelt Oy his ‘harsher measures. ~ Farmers particularly—ard the rural vote, including the small towns which live off the farmers, constitutes at least 60 per cent of Kentucky's total —resentec this criticism of the New Deal, ard nine out of ten of them at a recent Louisville conference declarec themselves for Senator Barkley. He threw out the detested State sales tax and substituted an income tax, He advocated a new public utility law to wring the water out of utility financing and cut rates, but it is said he is weakening on this issue, which is one to be settled in the special session now going on here, and is negotiating on a compromise bill. His political ambitions are reputedly responsible for trimming on this issue. The Governor is not above political machinations to advance his fortunes. Because of such things as his control of the registration and liquor boards, and his recent penchant for labeling new highways with bold signs bearing his name, his enemies have tried to pin a Huey Long label on him. He has, altogether, one of Kentucky’s smoothest political organizations in many years. :
