March 18—The State Administration is preparing in “the most demo- _ cratic way possible” for the 1939 Legislature, Governor ‘Townsend’ had declared today. .: Speaking at a Sixth District Democratic meetirig here last night, the Governor pointed out that special commissions now are studying prqposed change: in the marriage laws, workmen’s compensation insurance statute and the tax system.

GROSS INCOME TAX CHANGES OUTLINED
New Regulations to Go Into Effect This Year.
Clarence A. Jackson, Gross Income Tax Division director, today outlined changes in tax regulations that will be effective this year. Insurance policy premiums, either in cash or applied to more insurance, will not be considered taxable. Returns need not be made when taxable gross income is below $1000, a year. Individual members of a
partnership do not, pay taxes on withdrawals and salaries for the partnership. Fiduciaries are required to file returns only when annual receipts are more than $1000. Witholding agents will not be required to ‘show amounts paid to employees named on midyear lists.
