PJ). ~—Following is the text of President Rocsevelt’s special message to Congress today on integrated water uses: . : In accordance with my- message of Aug. 13, 1937 (in returning without my approval Senate Joint Resolution 57), I am presenting herewith for vour consideration a comprehensive national plan for the. conservatior and development of our water TEescurces. This report on drainage basin ° problems and ‘programs has been prepared by the National Resources Cor mittee in consultation with cth-r agencies. It suggest policies, investigations and construction necesszry to carry forward a broad national program for water conservatior and utilization. 1- is based upon the findings of 45 joint State-Federal basin commit ‘ees, composed of more than 500 loc:l, State and Federal officials. Th-= drainage basin committees have me: in the field, and have drafted plans for their local areas, arrangements have been made to. publish the detailed reports on individual drzinage basins at a later date. “he proposals in the report provics a guide for authorizations of surveys and construction of irrigatic, flood control, navigation, rural we ‘er supply,. wild life conservation, be-ch erosion control, hydro-electric po er and other. water projects. Becase -it “was necessary to to confine th- program to projects that axe pr: marily for water control and m:ny related land-use projects are no- included. Land policy has signitcant water implications, but it pe-tains to a large sphere of activitie= requiring separate though relat -d treatment. v ~he preferred water projects have [ meh the test of conformity to a generz1 regional program and althongh th-y are-set forth in terms of a sixJe r program they are susceptible to completion during either a shorter or longer period, as fiscal policy m:y dictate. The total cost of the recommended. work at both Federal ard non-Federal levels, is about equal to the average annual expenditures for these purposes during recent years. The six-year program suzgested .in the report. should be read in the light of budgetary requirements, and must of course be ac justed each year to correspond w:th -budget . recommendations and w:th action by the Congress.

The history of flood-con-trol plans for the alluvial valley of tb- Mississippi River affords many ex-mples of , plans, once considered comprehensive, which soon were repl=ced by others. = Water plans should be revised annually. “hanging public interest, first in ne vigation, then in irrigation, and then :in flood-control, water power or pollution, has produced a collecticn of unrelated water policies. The recommendations in this report define in broad strokes an integrated water policy for the-country as a whole. Such a Federal water policy is needed. Jotwithstanding the small amount of time available for the revision of earlier Federal programs, the planning mechanism which was developed for this report seems to have given gratifying results. Starting with local and state groups, organized through the regional offices of the National Resources: Committee, plans and programs have been prepared in the field and reviewed in Ww: shington: The s has not interfered with the normal and estavlished ‘duties of the agencies charged by the Congress with construction and surveys of water conservation projects. Rather it has promoted co-operation both among such agencies in Washington and with state and local interests as well. © recommend careful study of th-se documents by the Congress because they present a frame of resrence for legislative programs afecting water conservation, and because they illustrate an approach toc the systematic husbandry of our natural resources on a democratic, recional basis.
