Many county tax adjustment boards are performing their budget and property levy reviewing functions “in an inadequate manner,” State House officials reported today after a survey. Prepared for use by the State Tax Board and Governor Townsend's Special Tax Study Commission, the survey also covers the first year of operation of Indiana’s revised property tax limitation law. Anderson Ketchum, State: Tax Board secretary, said complete figures contained in the report would not be released until State and local officials had been given additional time to study them.
Recommendations Sought
Significance of the report, it was said, lies in the fact th’ the Governor’s Commission, wh! 21 1. %o study it, has been empowered to make recomendations to the 1939 Legislature. Possible changes which may be suggested include: 1. Granting of salaries to County Tax Adjustment Board members. They now serve without pay, aud it has been reported that often n 48 difficult to find persons willing to serve. 2. Revising the Board’s personnel to exclude local governmental officials, who sometimes make up a majority of the Board. After budgets and tax rates have been approved by the various lo#4l governmental councils,” the Adjustment Board is authorized to review these figures. An appeal can be taken from the Adjustment Board's finding to the State Tax Board.
Savings to Taxpayers
It was reported that the survey discloses a savings of approximately $1,500,000 to Indiana taxpayers through reductions<‘made by the State Tax Board in budgeis and rates, previously reviewed by County Tax Adjustment Boards. The State Tax Board considered budgets of Bppisximately 1600 individual tax-
