CONGRESS TAX BILL PROPOSED
Hearings on 1 Per Cent Levy To Begin Monday; Quick End Predicted.
By HERBERT LITTLE Times Special Writer WASHINGTON, Feb. 11.—-Con-gress again has a chance to tax its own pay, but the prospects of affirmative actioh are dubious. A 1 per cent income tax for “the District of Columbia is provided in the tentative draft of the District tax bill. With the usual personal exemptions such a tax would cost members of the Senate and House considerably less than $100 each on their $10,000 salaries. Last year the House refused even to consider a similar proposal, and Rep. Jack Nichols (D. Okla.), chairman of the House subcommittee in

charge of Districtt of Columbia taxation, today predicted a similar fate for the new attempt. Hearings on the bill start Monday.
Congressmen and other Federal employees now pay the regular Federal income tax, but under rulings by the Supreme Court are exempt from state income taxes. In addition to their $10,000 a year, the 531 Senators and Representatives draw 20 cents a mile for travel to and from home at the start and finish of sessions. In December there was widespread protest when they appropriated $225,000 to pay these allowances—which are collectible whether or not the member actually goes home. Secretaries of Congressmen are currently campaigning for a 10-cents-a-mile travel allowance for themselves.
