LAFAYETTE, Jan. 26 (U.'P.)—A method of improving highways without additional expense, now in experimental stage at Purdue Uni- | versity, was outlined today by Dr.! W. H. Hatt, former head of the school of civil engineering, at the second-day session of the 24th annual road school at Purdue. i Dr. Hatt is now devoting his time | to the highway research. project | which was undertaken in co-opera- | tion with the Indiana State High- | way Commission. An appropriation ! of $50,000 was approved at the last | session of the State Legislature for |

Clearance of only 8 of these former

the project. Construction of a sample strip of road - two -miles northwest of the Purdue campus to study climatic effects; the sampling of paving materials in various parts of the state, and study of the paving materials

after being used over varying peri- |

ods, were described by Dr. Hatt. Engineers on Program

Other speakers, today included Earl Feldman, engineer of tests for the State Highway Commission;

Prof. R, A. Moyer of Iowa State!

College; C. W. Sinififf, engineer of maintenance for Highway Commission, and H. J. Schnitzious, landscape supervisor for the State Highway Commission, “Since the state is spending about 20 million dollars a year and its counties around 10 million more in highway work, it is especially important that we know definitely that we are getting the most for our money,” Dr. Hatt said. “This survey showed there is a definite relation between the time of construction, weather conditions and service behavior of these surface treatments. “Today, a ‘slippery road’ sign is a confession of faulty construction or maintenance,” Prof. Moyer said. “It is the engineer's job to keep this sign off our highways by proper construction and maintenance methods.”

FISHING LEGAL IF

YOU FOOL THE FISH

If you don't try to fool the fish

your sport is illegal, the Indiana Supreme Court ruled today in upholding a 1937 conservation statute. The case began when Marvin Mears was arrested and charged

with fishing near Bedford by drag- || | 3

which a number of hooks were |

ging through the water a line to

attached. The Lawrence Court didn’t think Mr. Mears’ act was a public offense. In reversing the lower court and finding against Mr. Mears, the Supreme Court held:

“The 1937 statute contemplates |: the use of some bait, lure or de-!: ception, and the practice of drawing |: a line equipped with hooks swiftly |!

through the water with the expectation that said hooks will come into contact with some part of the fish is without the intent of the statute.”
