AUTHORITY OVER STREETS LINKED WITH ROAD FUND
State’s Power Discretionary, Attorney General Says In Opinion.
The State Highway Commission has discretionary powers in allocating maney for maintenance of streets over which State roads are routed in cities of 3500 population, Attorney General Omer Stokes Jackson held tdoay.
Meanwhile, Commission Chaitman Earl Crawford announced that contractors reported a 50 per cent reduction in the number of workers employed on highway projects during December as compared with the previous month. The December total was 804 workers. Seeking more uniform and efficient maintenance of State highways, men from the six subdistrict offices in the Vincennes area have completed a two-day course of instruction, Mr. Crawford said. Acting under provisions of a new statute, the Commission took over maintenance of city streets over which state highways are routed in all cities but Indianapolis.

“This duty of maintaining the || streets is discretionary in fact be-|
cause it devolves upon the Commission only to the extent of the funds available,” Mr. Jackson said. The Attorney General also called the Commission's attention to the fact that it has no authority to purchase rights-of-way for State highways In cities with a population of more than 3500. In commenting on the reduction in the number of highway workers, Mr, Crawford said the decrease was seasonal and was due to unfavorable weather conditions and a limited amount of construction work in progress. During 1937, an average of more than 3000 men a month were employed on highway construction. Mr. Crawford said the extent of Federal aid will determine whether the 1938 figure will equal or exceed | last year's total.

the U.S. Maritime Commission, now preparing to resign to take his post Bs Ambassador to Great Britain, Mr. Kennedy's proposals were: 1. A ‘Government mediation system, similar to that now operating for the railroads, and embodied in the pending Bland-Copeland bills. 2. Government training of ship personnel, either by the Coast Guard or some other agency. Mr. Kennedy said he would be glad to see such training supervised bv a Government board upon which unions would be represented. He suggested that 500 young men be trained each year, 3. Longer contracts between men and owners. Mr. Kennedy suggested that instead of contracting for labor by the trip, owners should give yearly contracts and guarantee a number of months’ work. The present high turnover, he said, is “brutal” to the men and makes for a lower type of seaman.
