NK DEMANDS CITY MANAGER VOTE BY PEOPLE
Merit System for Employees Also Urged By Attorney.
A vote by the people on the city manager plan of government and the merit system for City employees today had been demanded by Glenn Funk, attorney.
He spoke last night before the | Irvington Republican Club, describ- |
ing the pressing problem of the Republican Party as “largely municipal in character.” Declaring that national and state issues had been discussed at length, Mr. Funk said “the city election is before us and great issues are at stake.” Plan Up to People “I believe,” he continued, “that the citizens of Indianapolis have an inalienable and indisputable right to express themselves on the city manager plan. We, as a party, should aggressively battle for the true expression of that right. “Our government is one of orderly processes and, for this reason, the people's desires, regarding the city manager form of government should be fairly determined in an election.” Assailing the Democratic Party, he declared: “There has been evidence of the result of denying to the people an opportunity to be heard | on what they actually desire. “These instances are the result of extending almost war-time powers to the chief executive, not only in the national capital, but in our own state capital.”
Urges Merit .. ..m
He branded these as the “extensions of authority granted by legis- | latures under the guise of emergency, but continued after the emergency has passed without consulting the people or their elected representatives.” Urging a merit system for City employees, Mr. Funk said: “We must insist upon the merit | svstem for our City employees. | Private jobs are filled on the basis of competence. What logical reason is there for a different standard for political jobs? If anything, the re-

Death
Life holds small future for Thomas Llovd, 35-year-old Akron, O., electrician, pictured above smoking disconsolately. Physicians have predicted that a bone-decay-ing disease will end his life in three vears. There is no known cure for the malady. Any sudden movement might fracture one weakened bone or several. They would never heal. Lloyd has a wife and three sons.
