Federal Government's relief and recovery program to offer a better plan, Admitting Governmental expenditures for public welfare have grown considerably in recent years, Mr. Manion said these services of government had been neglected for many years and that the current outlay was necessary for the preservation of democracy. “When ' similar conditions arose in other countries, many of them decided to junk their structure of government rather than try to save it,” Mr. Manion said. “In the Unit- _ ed States we decided to save democracy. We did not want communism or fascism.” Mr. Manion said beginning of the Government's work relief program was by “trial and error” method, but denied there is now gross overlapping of agency functions and that many unworthy persons are receiving assistance.

Many Applicants Refused

“Of course the Governor's Commission on Unemployment Relief and the Department of Public Welfare have large staffs of investigators,” he said. “But do you know + that more than 40 per cent of the applications for assistance are turned down as a result of their work? -“I do not believe in the policy of saving a penny to waste a dollor. This work is comparatively new. As it becomes routine, the administrative expenses will, of course, be decreased.” Supporting his contention, Mr. Manion pointed to the WPA which has been operating nearly three years. During the last six months WPA administrative expenses have’ been reduced more than $500,000 and are continuing to drop in the

discussed at the opening session of the 41st annual convention of ‘the

‘| Indiana Association of Optometrists Sunday at the Lincoln Hofel.

About 200 are expected to attend the three-day meeting. Following registration Sunday morning, the convention is to open formally at 1:30 p. m. with an address by Dr. K. D. Dutton, Kokomo, association president. The question of relationship between optometry and medicine is to be introduced at the same session by Dr. J. H. Hammon in an address on “The Future of Optometry.”
