COUNCIL FACES ‘BIG JOB IN 1937

FINAL MEETING

12 Measures Include Smoke Abatement and ‘Bootleg’ Goal Control.

1937 business, the City Council tonight is to consider more than a

dozen measures in the last regular

meeting of the year. Two delegations are expected to be present to sponsor passage of a new smoke abatement code amend-

" ment and a’ bill to prohibit sale of |

“bootleg” coal in Indianapolis. Other measures scheduled for consideration include: 1. Amendment to the present ‘dog

license ordinance reducing the fee].

from $2 to $1. 2. Resolution to create an Indianapolis “housing authority.” 3. Ordinance to bring trackless trolleys under City traffic laws. 4, Ordinance requiring taxicab companies to be bonded against accident injuries. 5. Temporary loan for $750,000 to general fund. 6. Amendments to parking ordinances on E. Market St. and Whittier Place. 7. Appropriation of $223,000 to the Works Board. 8. Temporary loan of $125,000 to the Health Department. While reports circulated that the Council will oppose the proposed smoke law amendment, Roy O. Johnson, Smoke Abatement League attorney, announced he had been promised support of “at least four” members. Labor Opposes Plan

“The members were not in favor of the ordinance because they didn’t understand it, but after its merits were explained they withdrew their opposition,” Mr. Johnson said. The amendment would legalize use of the Ringleman chart for determining smoke density. Mr. Johnson said the . chart could be used by citizens to detect smoke law violations. A delegation from the Seventh District Federation of Women’s Clubs and representatives of other civic organizations are expected to favor the amendment at the meeting. Union labor leaders plan to oppose it, they said.
