VANNUYS GIVES HIS APPROVAL
TOMANIFESTO
. Claims Southern Democrat, Not Vandenberg, Wrote Program.
. - - By DANIEL KIDNEY WASHINGTON, ' Dec. 17. —Senator VanNuys (D. Ind.) today defended the so-called “Vandenberg Manifesto” which set forth a conservative program for the Senate to follow. “I got a copy of that Hoot ment and agree with most of its provisions,” Senator VanNuys said. “It has been grossly misinterpreted as I made it my business to find out.” The senior Indiana Senator said he learned that it had been Written by Senator Bailey (D. N. C)) “who accepts full responsibility of authorship.” It was circulated among the conservative Senators of both parties and was intended as a blue print for legislative action and not as some pledge to be signed, he said. “All the talk about it being the beginning of a coalition of Democrats and Republicans who are opposed to the New Deal is nonsense,” Senator VanNuys contended. “It is not aimed at President Roosevelt or anyone else. ~It is] drafted asa guide to point out what ought «to be done to help business at this fime and stern the rising tide of industrial recession. “I agree with his stand and also with the suggestion that labor ought to unite, settle its difficulties and avoid strikes and violence. That isn’t Liberty League, but good American doctrine which will benefit the country as a whole and all classes of our people.” The document was called the “Vandenberg Manifesto,” because Senator Vandenberg (R. Mich.), was one of those present at a “quail luncheon” where the program was discussed with Lewis Douglas, former New Deal budget director.

Miami.. His health had been failing for some time and this was believed to. have prompted his action yesterday. Surviving besides the widow are a daughter, a son and two brothers.
