Secretary of Agriculture Wallace, however, was the speaker who led the list of high Federal officials. He spoke over NBC outlets 22 times during the year. Postmaster General Farley, spoke 16 times. During 1936, he was the most frequently heard cabinet member over the radio. The third leading cabinet officer was Secretary of State Hull with seven broadcasts. Secretary of the Interior Ickes and Attorney General Cummings came next with six each. One of the most attention-com-pelling broadcasts by a Government executive was delivered by Associate Justice Hugo L. Black, upon his return from a trip abroad during which widespread charges arose that he was once a member
