More Than 60 Amendments To Be Offered in Place Of Senate Plan.

WASHINGTON, Dec. 13 (U.P). — The House Labor Committee decided today to permit Chairman Mary T. Norton (D. N. J.), to offer the 60-odd House amendments to the Wage-Hour Bill as a substitute bill for the entire Senate measure. This procedure, decided upon as

ment separately. Other amendments, however, .may be offered to the Committee bill. ; A last-minute strategy meeting was held in Speaker William B. Bankhead’s office just before the scheduled meeting of the House to vote on a motion to bring up the bill. | | Plans to Fight Bill

Rep. Robert Ramspeck (D. Ga), leader of a Committee minority which favors regulation of wages and hours through a five-man “board, as approved by the Senate, said he would vote against the bill if the Committee plan for a single administrator in the Labor Department is adopted by the House. Chairman Norton moved formally after the House met to discharge the Rules Committee from further consideration of a resolution governing floor debate on the WageHour Bill. She acted in accordance with ‘the petition signed by 218 House members Dec. 2. | Three Plans Pushed The major fight promises to revolve around the alternative plans for administering the system. Leaders believe that the proposal of Rep. Norton will be indorsed and passed. The | three plans: e Norton plan—Creation of a wag ne hours division in the Department of Labor headed bya $10,000 a year administrator; appointment of committees comprising representatives of employers, employees and [the public in industries having substandard labor conditions; wage and hour recommendations by the committees, subject to approval or fejeciion by the administrator. e American Federation of Loko plan—flat standards of 40 cents an hour and 40 hours a week written into law; violations fo be prosecuted by the Justice Department, 3. The Senate plan—Wage and Hours standards within the “40-40” limits promulgated by a board of five men.

PITTSBURGH, Dec. 13 (U. P.) — Sirength of the Steel Workers Orgenizing . Committee in winning 48 of 686 labor board elections was revealed today on the eve of the} union’s convention to draft a wagehpur program to be demanded of the $5,000,000,000 steel industry in 1438. With approximately 60,000 steel workers voting, the .18-month-old John L. Lewis steel union won 48 National Labor Board elections in which the union sought to be the collective bargaining agent, and lost 18 elections. In the 18 lost, there was a total of 3510 votes cast, of which the S. W. Q. C. received 1908 vhtes as against 2602. The Jones & Laughlin Steel Corp. election, which the S. W. O. C. won, 17,028 to 7207, involved the most
