NEW PAY-HOUR BILL GETS 0. K. IN COMMITTEE
Amended Measure Will .Go Before House for Vote Monday.
, WASHINGTON, Dec. 10 (U.P.).— An amended Wages and Hours Bill will be presented to the -House Monday by the Labor Committee. Its supporters were confident that an informally organized “bodyguard bloc” successfully would resist all efforts to emasculate the bill with objectionable amendments. The Committee’s final amendment was approved last night when it ratified, 9 to 6, they proposal of Chairman Mary T. Norton (D. N. J) for a Wage-Hour administrator and a system of industrial committees patterned after the NRA codé authorities. Bill Called for Board The bill as approved by the Senate called for a five-man board similar to that administering the National Labor Relations Act. William Green, A. F. of L. president, had opposed the original five-man board plan. =~ The confidence of leaders was bolstered after a group of 75 to 100 Démocrats caucused at the ‘call of Rep. Arthur D. Healey (D. Mass.) poi heard Speaker William B. Bankhead and Majority Leader Sam Rayburn exhort them to stand as a united party against Republican oppostion. Members of this so-called “bodyguard bloc” will stay on the House floor during debate to assure plenty of votes to smother opposition moves. Would Ban Child Labor
In its present .form the House Bill would fix maximum hours of work in industry at 40 hours, and minimum wages at 40 cents sn hour. Child labor would be banned. Minimum wage and maximum hours for each industry would

* mittees serving under the Labor De-
partment Administrator. These committees, composed of an equal number of represéntatives of the employers and employees and not more than three representing the public, would make recommendations to the administrator. The administrator, while unable to fix wages and hours himself; would have veto power over the committees, and if the boards were unable to produce recommendations satisfactory to him he could dissolve ones,

PITTSBURGH, Dec. 10 (U. P)— The work of ‘impounding western Pennsylvania’s flooding rivers finally has started after three decades of
campaigning for a vast flood control program. With the War Department allo-
cating four million dollars for the work, preliminaries started imrae-
diately for construction of two of" nine dams proposed to control the waters of the Allegheny and Monongahela Rivers. A few weeks ago, public ceremonies were held -celebrating the
breaking of ground for construction
of the Crooked Creek Dam, near Indiana, Pa. The other dam will be built on Tionesta a half mile from the village of Tionesta.
