brick and the block walls, instead of putting plaster solidly between the two and thus giving the water a decidedly capillary wall through which to travel.”

Predicts Rapid Deterioration

Mr. Joyce said there is another aspect to the waterproofing. “Because of the tight construction,” he said, “which does not allow for a natural expansion and con-

traction, and does not allow the water that is absorbed by the brick to escape outside, the buildings will deteriorate rapidly unless the outside walls are waterproofed. “Already, in just two seasons, there are many thousand bricks chipped and cracked from this action. We have pictures of more than 800. If they do not waterproof the outside, in 10 years. birds will be building their nests in the chinks of the walls. If they do waterproof, "the buildings will last and be servicable 100 years.” Mr. Joyce said that some damage has been done the buildings in the seasons they have been exposed, but that the efficiency of the walls has not been altered materially except where expanding concrete slabs used for floors have pushed the walls out and opened seams.

Mr. Joyce said he had built the Circle Tower, the Union Station, Butler University buildings, 20 churches and 20 schools in Indian= apolis. He said he has built approximately 1200 buildings in the city. He added the architects did an excellent job on the Lockefield plans and that the Federal inspectors were minute in their scrutiny of the work as it progressed. He produced a copy of a letter | sent. Nov. 11,” 1937, by the Mason || Contractors Association of Indianapolis to Secretary Ickes, Public Works Administrator. The text follows: “The Mason Contractors Association of Indianapolis, composed of members specializing in the construction of brick and tile work, have today in a body visited the Community Housing Project in this city and have made an examination of the workmanship of the masonry work. : “Purthermore, the majority of the members have visited the work from time to time in the past, both during construction and after completion.. Therefore the members have had ample occasion to observe the class of workmanship performed. “It is the unanimous opinion and belief of the members of this association that the workmanship is of the best and far above the aver-

age. “Typical portions of the work were carefully examined as regards the leaking walls. It was found tnat such leaking was apparently due to excessive cracking of the masonry. This cracked condition is the most severe and far beyond anything we have previously observed in.any building. Slight cracking, shrinkage, settlement, etc., is not uncommon in brick structure and normally leads to no trouble, Improper Design Charged “However, the cracking which has taken place in this project is not of the character referred to in the above sentence. This cracking is of an entirely different nature and quite obviously is being caused by other than normal conditions, “We are unable to definitely state what these unusual conditions might be which are causing the tearing and wracking of the structures, but it is our opinion that the probable underlying reason ior causing the condition lies in the combination of lack of proper design for the use of these materials. “It is our suggestion that an investigation be made at once to determine the exact conditions that are causing the extensive movement of the buildings. “Insofar as workmanship is concerned, however, as previously mentioned, it is of the best. As a matter of fact we would consider it to . rank with the very best ever performed in Indianapolis and the trouble experienced is not due to lack of proper workmanship.” Leslie Colvin, general contractor and builder, 823 Electric Building, wrote the N. P. Severin Co. Chi- ' cago, general contractors, on March 6, 1937, that he had inspected the, masonry work and that the brick work is uniformally first-class. It is everywhere level, plumb, straight, uniform in appearance and shows | every evidence of careful workmanship and supervision. “The outside walls, constructed as | they are, with the materials: which were used and which I assume were specified, could hardly be expected to withstand the effect of continued rain when backed by storm pressure. - All of the materials used in the walls are highly capillary in their nature and are subject to the natural amount of expansion and contraction.”
