BOND ISSUES GAIN

Averages Move Above Closing Levels Last Week.

NEW YORK, Dec. 4 (U. P.).—Stocks advanced for the third consecutive session today, carrying the averages well above the levels of a week ago. Volume continued light. Domestic bond issues were higher as U. S. Government liens advanced. Gains in leading issues were moderate. Building issues recorded increases ranging to more than 2 points and some higher priced shares in other categories made substantial rallies because of thin markets. A leveling off in the steel rate after 11 weeks of decline was indicated. A large independent producer in the Pittsburgh area stepped up its rate several points. Small declines were noted at Youngstown and at Birmingham. Aside from steel, there was little new. Some shorts covered to be out of the market over the week end. A moderate amount of long buying was noted, with rails receiving fair attention. Utilities firmed.

of everything the railroads haul. The following startling fact about the condition of the railroads is well to keep in mind: This week the combined price of thirty railroad stocks is lower than it has been at any time since the great crash of 1929. Beginning with the general rise of shares, raiiroad shares went up in price

11, | steadily since the beginning of the

| Roosevelt Administration in 1933 until April of this year. Since | dat time prices have declined un[til now all the gains of the Roose- | velt Administration have been wiped out. What is more, this is not in the same class with the decline in certain industrial stocks which have been carried down by the general market decline in the last month or s0. The railroad shares have supplied their own weakness. They began to decline four mouths before other shares did. These prices are a dramatic revelation of the opinion held by the investing and speculating public of the financial condition of the railroads. Therefore there cannot be any possible doubt about the low estate of the roads. There cannot he any possible doubt that something must

be done about them. Now, of course, every business executive leaps at once to the con-

Outworn Capitol Structure Is Railroad Problem, Flynn Says

By JOHN T. FLYNN

Times Special Writer NEW YORK, Dec. 4—The railroads choose this moment to offer to

They want, generally, a 15 per cent Whether

clusion that if his enterprise is softening the way to stiffen it and return it to health is to increase its prices. That will do the job provided business keeps up under the higher prices. But higher prices sometimes kill off business and leave the enterprise worse than in the beginning. But also there is another consideration. The railroad problem cannot be considered a vacuum. It is part of the general problem. Rates must come out of the general purchasing power of the nation. And the fact that at this moment that purchasing power is diminishing rapidly cannot be ignored. One great item of freight is coal. The soft coal industry is sick to death. One of the things that has been killing it is railroad rates. Railroad men say the roads cannot haul for less. Perhaps not, but it is still true that the rates make coai competition with other fuels impossible, Is there not some other way? Is not the railroad problem all tied up with the capitalization of the railroads? Perhaps some rate adjust ments here and there are necessary. But what can anyone do for the roads while their credit is impaired by their outworn capital structures? deeper than

Is not the problem

WHEAT CLOSES UNCHANGED TO FRACTION OFF

Early Decline Attracts Resting Orders on Chicago Board.

CHICAGO, Dec. 4 (U. P.).—Activity in wheat futures was confined to a narrow range on the Chicago Board of Trade today. At the close wheat was unchanged to 4 cent lower, December 95 cents; corn was !s to %% cent higher, December 537s cents and oats were unchanged to 6 cent higher, December 314 cents,

of weaker cables but the decline attracted resting orders to buy and the support of cash houses. Export interests were said to be involved in some of the transactions. Pressure was light. Export business overnight was of small volume, including a few Manitobas and 100,000 bushels of Pacific Coast white wheat in addition to some United States wheat from the Gulf. Corn showed a firm trend after opening steady. Local traders pressed the market. Particular attention was paid to farm offers which are slackening because of the favorable feeding ratio. Bookings were moderate and carlot receipts were set at 161 cars. Liverpool closed sharply lower as Australian traders dumped their
