Constitutional Organization Officer Is Vague on Document

Times Special WASHINGTON, Nov. Chester A. Hansen, cation League. Inc.”

26.—The

secretary-treasurer Con of New Haven. New York and Birmingham, stumbled

repeatedly the other day under a simple catechism by Senator Thomas

way of a patriot is sometimes hard.

of the “Constitutional Edu-

(D. Utah), during an appearance before the Senate Civil Liberties Com-

mittee. The scholarly Senator led off by asking about the Constitution. Mr. Hansen knew the Constitution started off “We the people,” but under questioning he disclosed a belief that “the people” means “the citizens” and excludes foreigners. “What is Article 1 about?” asked the Senator. Mr. Hansen, a blond, youthful, alert man, didn’t know. “Article 2? . . . Article 3... Article 4?” asked the Senator in succession, each time elicting an “I don’t know.” “Do you know what's in any article?” “Not as to specific wording,” said the witness. Doesn’t Know Amendments |

Senator Thomas asked about tie) amendments. Mr. Hansen knew there were 22, and that the first 10] “deal with the Bill of Rights.” “How about the 10th? part of the Bill of Rights?” There was no answer. “Do you know what the 10th | Amendment is ahout?” Mr. Hansen didn't. “The 11th?” “No.” “The 12th?” | “No.” | “The 13th?” “It’s about slavery.” “The 14th?” “I don't know.” | Mr. Hansen finally found one he | knew about—the 18th—but when | asked how many sections this, the | prohibition amendment, had, he said | it had only one. “Could you swear to that?” the Senator demanded. “No.”

Senator Gives Answer

Is that |

Senator Thomas volunteered that it had three sections. Mr. Hansen knew the 19th had | to do with woman suffrage, and the | 20th with “lame ducks,” but he | couldn’t define a lame duck. The Senator asked about the American form of government. | “How many senators are there?” Mr. Hansen said there were 96, | each state having two. “Is that democracy?” demanded | the Senator, “to give the

T states as many senators as the big |

ones?” Mr. Hansen could not answer, “How many articles are there in the Constitution?” The witness didn’t know. “Are there more articles than there are amendments?” He was certain there were. The colloquy then turned to communism, after Mr. Hansen said his speeches were “more anticommunistic” than “pro-Constitution.” “Is the public school system communistic?” Didn’t Like Question

Mr. Hansen thought that wasn’t a fair question, but he conceded the schools were a ‘socialized in-

stitution.” is He was asked about communistic | governments. He said Russia had one, and its head was Joseph Stalin, {and in this country he had heard | of Oneida Community and Brook Farm, which he described as localized experiments in communism, “Whe started Brook Farm?” “1 cannot tell you.” “Was there anything in Brook | Farm antagonistic to our Government?” “No.” “What state was it in?” “1 cannot tell.” “Did it do any harm to any state government?” “1 can’t tell.” After ryany more such questions, Senator Thomas commented that the “constitutional” part of the League seemed to be disposed of. Then he asked about its “educational” program. “Does the League operate any schools? Who teaches them? Do you feel competent to teach the Constitution?” It developed that the League runs no schools, and Mr. Hansen is not a teacher, but he could pick hundreds of competent teachers. “Name one,” demanded the SenaRr . Hansen suggested that memhoo, of the Senate would be capable | pedagogues. Mr. Hansen was directed to re- | turn Dec. 15, along with other

small | League officials.

~—I have introduced a bill to stop |

issuance of Federal patents on labor saving devices.

I have done this not because I because I want the Congress of the I have been thinking for a good, long while as to what is happening in this country and in the world from a lop-sided development which is making this to be known as the machine age, which is literally. in many respects, bringing definite conflict between human beings and | inanimate machinery, When you have a situation such as we have in the world today, '! when we know we have so far outstripped ourselves in the develop- | ment of machinery that improved | machinery is putting on the streets millions of honest people who want toearn a living, and is giving to the | people who do have work the neces- | sity of maintaining as objects of charity or quasi-objects of charity millions of people, who are being hurt by this thing, then it is at least worthy of putting the problem out on the table and seeing whether or | not the policy. as it has been developed, is wise. Now, is it good. old-fashioned, common sense trading to go out in the market and buy some more idle people by offering whoever will invent a machine that will give you some more idle people an induce- | ment of 17 years of a monopoly on | the right to use such machine? I have introduced my bill to stop | for the time being this bidding on the part of the Federal Government ' for some more idle people.

OLYMPIC ATHLETE FACES QUESTIONING

Defends Friend Charged With Slaying Girl.

PHILADELPHIA. Nov. 26 (U. P)). | —Pretty Mrs. Marie Phillips, star Olympic athlete, came to the defense today of her friend. Mary K. | O'Connor, alleged killer of 5-year- | old Nancy Glenn. Both girls faced questioning concerning their con- | duct at a camp last summer Mayor S. Davis Wilson, acting as committing magistrate in the Glenn | case, said he would seek warrants | today against Miss O'Connor and | Mrs. Phillips on the basis of affi- | davits dealing with incidents at! Camp Happy, an institution for | underprivileged children, where | both girls were counsellors last summer. Miss O'Connor has been in Moyamensing Prison, on a charge that she was responsible for the death of Nancy, whose body was found last Labor Day face down in a mud puddle on a lonely dirt road. Mrs. Phillips, free under $500 bond as a material witness, is not implicated in the actual commission of the crime, according to Mayor Wilson.
